Financial Analyst (Mid-Level)

SpecPro Sustainment and Environmental, LLC (SSE) is a government contracting and consulting firm supporting military installations and federal agencies across the nation. SSE is seeking a Financial Analyst (Mid-Level) to support our ongoing mission with the 647 Civil Engineering Squadron (CES) at Joint Base Pearl Harbor-Hickam, Hawaii. The Financial Analyst will support the Civil Engineer Financial Manager (CE FM) with day-to-day financial management, budget execution, funding document reconciliation, reimbursable agreements, and shop-rate analysis. This position will help maintain accurate financial records, support audit readiness, and provide leadership with timely budget and funding status information.

What You’ll Do:

Assist with the creation, daily management, and reconciliation of Supply and Non-Supply Funding Documents (SFDs/NSFDs) in NexGen IT to mirror transactions in DEAMS. Monitor the squadron spend plan, track obligations against Program Element Codes (PECs), and support quarterly spending targets and the 80/20 rule. Prepare weekly and monthly budget execution reviews and Status of Funds information for leadership. Support monthly creation and validation of Reimbursable Invoices (RIs), including cost validation and preparation of Reimbursable Reports (RRs) for processing in DEAMS. Assist with monthly and annual review of shop labor rates, including validation of labor, material, and vehicle cost data and identification of significant variances. Coordinate with Civil Engineering stakeholders to resolve funding discrepancies and maintain accurate, supportable financial documentation.

What You Bring: Required:

Bachelor’s degree in Finance or equivalent from an accredited institution within the United States. Minimum of 5 years of financial analysis experience, including at least 3 years of military facility/infrastructure experience. Experience with financial analysis, budget execution, funding documents, or financial management in a military facility/infrastructure environment. Ability to analyze financial data, reconcile transactions, identify anomalies, and communicate budget status clearly. Strong written and verbal communication skills with attention to accuracy and audit-ready documentation. Must be able to successfully complete the required Tier 1 background investigation and obtain/maintain a Common Access Card (CAC).

Preferred:

Familiarity with Air Force or DoD financial and project-management systems such as DEAMS, NexGen IT/TRIRIGA, or similar platforms.
