The Strategic Procurement Lead will help establish and lead Heritage Construction + Materials coordinated indirect procurement function, delivering measurable cost savings across HC+M's platform of operating companies. Reporting directly to the Chief Financial Officer, this high-visibility, high-impact individual contributor role is responsible for building the procurement function from the ground up, including mapping spend, developing category strategies, negotiating supplier agreements, and fostering trusted partnerships with operating company leadership. The ideal candidate is a proven practitioner: relationship-first, analytically driven, and entrepreneurially minded, with a track record of delivering compounding, recurring savings in complex, decentralized organizations.
Essential Functions
- Drives the development and execution of HC+M's indirect procurement function, mapping and analyzing indirect spend across operating companies, identifying addressable categories, and prioritizing the highest-value opportunities to deliver measurable, compounding savings
- Develops and executes category management strategies with clear action plans, defined timelines, savings targets, and KPIs; builds and maintains a category pipeline that delivers recurring savings ahead of inflation and scales with HC+M's platform growth
- Delivers a minimum 4x annual ROI on the total investment in this function
- Designs and leads competitive sourcing events, including RFPs and RFQs, for key spend categories in close partnership with operating company stakeholders
- Negotiates long-term supplier agreements that deliver optimal pricing, service level commitments, and favorable contract terms utilizing the collective scale of HC+M
- Owns procurement standards, supplier qualification processes, preferred vendor program development, and contract compliance requirements, ensuring operating companies have access to pre-negotiated, high-quality vendors without added administrative burden
- Identifies process improvement opportunities beyond pricing, including standardization, supplier consolidation, demand management, and contract structuring, to drive total cost reduction across the platform
- Establishes best-in-class strategic and practical procurement processes across HC+M
- Partners with executive leaders and key stakeholders to serve as a trusted procurement resource and internal advisor, ensuring the function is consistently experienced as a value-add
- Is viewed by every operating company as an indispensable partner — not an overhead function
- Communicates transparently and regularly on category progress, savings capture, and pipeline activity; builds strong vendor relationships and leverages existing operating company vendor partnerships where applicable
- Establishes and maintains procurement tracking tools, spend analytics dashboards, and savings reporting to support executive and board-level visibility; reports procurement performance to the CFO on a regular cadence, including actual savings delivered, pipeline value, and ROI metrics
- Develops practical, scalable procurement policies appropriate for a decentralized operating company structure; identifies and leverages The Heritage Group's broader vendor relationships and platform scale where applicable
- Evaluates and leverages available procurement technology platforms and AI-enabled tools to optimize sourcing, contract management, and administrative efficiency across the function

Education Qualifications
- Bachelor's Degree in Supply Chain Management, Business, Finance, Engineering, or a related field preferred
- Master's Degree - MBA, CPM, or CPSM certification a plus
Experience Qualifications
- 10+ years of progressive experience in procurement, strategic sourcing, or supply chain management required, with a demonstrated track record of delivering measurable category savings through RFP/RFQ processes, vendor negotiations, and multi-year supplier agreements
- Direct experience managing procurement across decentralized or multi-entity business structures required
- Prior experience presenting procurement performance to CFO-level or board-level stakeholders required
- Experience implementing or utilizing procurement technology platforms (e-sourcing, contract management, P2P tools) required
- Experience working in or alongside construction, infrastructure, heavy civil, materials, or related industrial industries strongly preferred
Skills and Abilities
- Applied knowledge of indirect procurement, category management, strategic sourcing, vendor negotiation, and supply chain operations to support accurate decision-making, deliver measurable savings, and drive problem resolution across decentralized business structures
- Working knowledge of indirect spend categories common to infrastructure and construction environments, including fleet, fuel, PPE/safety, equipment rentals, MRO, facilities services, IT, and professional services, with the ability to apply category-specific context to sourcing strategies, vendor qualification, and negotiation priorities
- Demonstrated skill in applying procurement tools, systems, and methodologies, including spend analytics, RFP/RFQ processes, contract management, e-sourcing platforms, and AI-enabled tools, to execute category strategies and achieve results
- Ability to manage multiple category initiatives simultaneously, solve complex sourcing problems independently, and collaborate effectively with operating company stakeholders, finance leaders, and executive leadership
- Demonstrated ability to build trust and credibility with operations-focused stakeholders in complex, decentralized environments, with strong interpersonal and written/verbal communication skills to influence without authority and present clearly to CFO-level and executive audiences
- Strong analytical capabilities, including spend data analysis, savings quantification, business case development, and ROI reporting, with the ability to translate data into actionable insights and executive-level communications
- Self-directed and entrepreneurially minded, with the demonstrated ability to build procurement processes from scratch, operate effectively with limited existing infrastructure, and leverage technology and AI tools to optimize efficiency and scale
Licenses and Certifications
- Valid Driver's License and clean driving record required
Working Conditions/Physical Demands
- Work is primarily performed in a professional office setting, with expectation of regular in-person engagement at HC+M operating company offices, plants, and field locations across Indiana and the Midwest
- Work is generally performed during standard business hours; occasional extended hours may be required to meet project or business demands
- Regular travel to HC+M operating company locations across Indiana and the Midwest is required; occasional travel to other regional locations, The Heritage Group offices, or company events may be required
