    Salary: $23.25/Hour Minimum
    Bargaining Unit (click here for contracts): Teamsters Contract
    Report Times: 7:00AM - 3:30PM
    Daily Hours: 8.50 (7.5 Paid)
    Work Year: 12-Month Position
    Supervisor: Payroll Supervisor
    Civil Service Title: Payroll Clerk (Competitive- NY HELPS)
    Minimum Requirements: 
    Graduation from high school or possession of an equivalency diploma, plus EITHER:

    (A) Three (3) years of full-time or its part-time equivalent paid experience posting financial or accounting records, or entering and editing data on payroll records; OR,

    (B) Graduation from a regionally accredited or New York State college or university with an Associate's degree in Accounting or Finance, plus one (1) year of experience as described in (A) above; OR,

    (C) Graduation from a regionally accredited or New York State college or university with an Associate's degree, plus two (2) years of experience as described in (A) above; OR,

    (D) Any equivalent combination of training and experience as defined by the limits of (A), (B), and (C) above.

    SPECIAL REQUIREMENT:
    If you are appointed, you will be required to possess a valid license to operate a vehicle in NYS, or otherwise demonstrate your ability to meet the transportation needs of the position.

    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
    At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.


    Desired Qualifications: 
    Knowledge of:  office practices, procedures, equipment, data processing systems and procedures, payroll procedures;
    Skillset:  communication, mathematics, word processing, level of accuracy;
    Ability to use a calculator, make accurate arithmetic computations, interpret written materials (including union contracts), work independently;
    Physical condition commensurate with demands of the position;
    Proficiency in Microsoft Excel, Microsoft Word and Google Docs;
    Payroll experience is strongly preferred;  
    Prior experience with WinCap software preferred but not required.
    Position Summary/Responsibilities: 
    This is a specialized clerical position involving the process of preparing ERS/TRS monthly retirement reports.  It also includes the processing of time cards/time sheets and preparations of payrolls.  Employees prepare payroll manually and electronically.  Work is performed under the general supervision of, a higher-level staff member.

    Supervision is normally not a responsibility of this class.  Does related work as required;
    Audit & Process ERS/TRS monthly retirement reports.  This includes adjustment reports and reconciling payments to G/L accounts;
    Enter employee payroll and retirement information into system (Wincap & Retirement Online) for automated processing.  
    This includes, but is not limited to, contribution amounts, arrears adjustments, membership information and loan payments;
    Respond to employee and retirement inquiries and process/submit all retirement forms (e.g. prior service credit, military credit, lump sum, retirement forms and post retirement reporting;
    Update Wincap for Time & Attendance changes (includes activation of new positions, adding schedules & supervisors, API's and attendance changes);
    Calculate and verify payroll vouchers and system generated time reports;
    Verify correct positions and rates of pay from paperwork generated by Human Resources & balance all payroll entered to produce an accurate biweekly payroll;
    Other payroll duties and processes as assigned.
