Ameresco is seeking an experienced Contract Compliance Analyst to join our West Construction Operations team. This person will be responsible for ensuring compliance with labor and wage laws for public works and construction projects, reviewing, organizing, and tracking contractor and subcontractor documentation to identify and address missing or non-compliant records, and maintains audit-ready files.
Responsibilities:
Labor and Wage Compliance: Research and monitor federal, state, and local labor compliance requirements, including prevailing wage, certified payroll, apprenticeship, and public works obligations. Convert these requirements into clear documentation guidelines for project teams and contractors.
Certified Payroll Review: Review certified payroll reports for completeness and consistency, including contractor and subcontractor submissions, workweek coverage, worker classifications, wage and fringe details, hours, signatures, and required supporting records. Document any exceptions and coordinate necessary corrections.
Apprenticeship Documentation: Maintain apprenticeship records and assist in reviewing apprentice utilization, registration, ratios, dispatch, good-faith effort documentation, and related project requirements.
Subcontractor Compliance Packages: Prepare, review, and maintain compliance checklist packages for all subcontractors. Track required forms, acknowledgments, registrations, licenses, and other contract-specific records.
Payment and Closeout Support: Review labor compliance documentation related to pay applications, schedules of values, lien waivers, and subcontractor payment reporting. Identify any documentation gaps that could impact payment approval or project closeout.
Issue Tracking and Resolution: Maintain clear issue logs, communicate deficiencies, follow up on outstanding items, and escalate unresolved or high-risk matters to compliance leadership, project management, legal, tax, or other relevant stakeholders.
Records and Audit Readiness: Organize and maintain comprehensive electronic project files, including certified payroll, apprenticeship records, waivers, checklists, corrective actions, correspondence, and supporting documentation. Ensure consistent naming conventions, version control, and retention.
Reporting, Systems, and Data Quality: Maintain compliance trackers and reporting systems, validate quantitative data, reconcile payroll, payment, and project records, and assist with monthly subcontractor payment audits and management reporting.
Training and Process Improvement: Deliver guidance and training on documentation requirements and compliance procedures to employees, contractors, and subcontractors. Recommend enhancements to checklists, workflows, templates, and controls.
Cross-Functional Support: Collaborate with construction operations, project management, accounting, procurement, and external partners. Deliver administrative and analytical support for documents, databases, spreadsheets, and contract compliance tools.
Minimum Qualifications:
Bachelor's degree in business, legal studies, construction management, accounting, public administration, or a related field, or an equivalent combination of education and relevant experience.
Minimum of three (3) years of experience supporting construction contracts, public works compliance, certified payroll, labor compliance, contract administration, or related functions.
Demonstrated experience reviewing detailed documentation, identifying discrepancies, maintaining issue logs, and coordinating timely resolution with stakeholders.
Additional Qualifications:
Knowledge of prevailing wage, certified payroll reporting, apprenticeship documentation, and subcontractor payment reporting for public works or clean energy construction projects.
Experience with contract management, construction management, compliance reporting, document management, or payroll systems such as Procore, B2Gnow, Kahua, Egnyte, or similar platforms.
Familiarity with specifications, RFIs, transmittals, submittal registers, schedules of values, lien waivers, and pay application processes.
Experience supporting large-scale upgrades, renovations, retrofits, or infrastructure projects in institutional, government, commercial, or industrial settings.
Advanced proficiency with Microsoft Office, particularly Excel, Word, Outlook, and Teams
Strong analytical skills, attention to detail, and ability to identify incomplete or inconsistent records.
Clear written and verbal communication, with tactful contractor follow-up and concise escalation summaries.
Ability to interpret contract and regulatory requirements and translate them into practical review steps and documentation requests.
Strong organization, confidentiality, accountability, and follow-through across multiple projects and deadlines.
Ability to build productive relationships with project teams, vendors, subcontractors, agencies, and external partners.
Commitment to continuous learning regarding labor standards, regulatory changes, and compliance best practices.
The anticipated base salary range for this role is $30.76 - $44.47 per hour (presented in good faith). In addition to base pay, employees receive a comprehensive benefits package, such as health insurance, retirement plans, and paid time off, and may be eligible for performance incentives, bonuses, commissions, or equity, depending on the role.
Actual pay will depend on factors such as internal equity, skills, experience, education, certifications, and location. This range supports our commitment to pay transparency and compliance with applicable laws. Compensation may vary by work location, including remote arrangements.
