The Department of Primary and Preventative Health Services provides leadership for Alberta’s publicly funded primary and preventative health system, including oversight of health practitioner claims, benefit programs, and health system accountability. Within the Financial Reporting Branch, the Audit and Compliance Assurance Unit supports compliance, monitoring, and performance oversight to help safeguard public funds and improve accountability under the Alberta Health Care Insurance Plan.

Role Responsibilities

Reporting to the Manager, Data Analytics & Monitoring, the Compliance Analyst is responsible for extracting and analyzing Primary and Preventative Health Services Fee-for-Service claims data in order to derive actionable information about potential fraud, waste, abuse or other non-compliance within the Alberta Health Care Insurance Plan. 
As an expert in advanced qualitative and quantitative data analytics, this position will interrogate data through the use of a variety of analytical and statistical methodologies. Going beyond manipulation of data, this position supports the execution of compliance reviews and audits by drafting detailed, comprehensive correspondence documentation in support of the analytic findings and interpretation. 
Key Responsibilities:

• Identify, assess, and prioritize potential areas of non-compliance, fraud, waste, or abuse within practitioner payment systems using data analytics, risk assessment, and business knowledge. 
• Extract, query, manipulate, validate, analyze, and report on large health data sets, including Alberta Health Care Insurance Plan claims data, to support audit and compliance review work. 
• Develop queries, analyses, reports, dashboards, and other analytic products to detect anomalies, monitor claiming trends, support triage decisions, and recommend next steps. 
• Work with interdisciplinary teams, including auditors, clinical advisors, managers, and internal partners, to conduct audits and compliance reviews and determine the scope and magnitude of potential non-compliance. 
• Prepare clear summaries, detailed reports, briefing materials, case-specific analyses, and recommendations that translate highly technical findings into plain language for technical and non-technical audiences. 
• Apply knowledge of applicable legislation, regulations, the Schedule of Medical Benefits, claims assessment rules, privacy requirements, and health system context to support sound analysis and decision-making. 
• Contribute to proactive risk management, stakeholder education, process improvements, policy enhancements, and system controls to reduce future non-compliance and inappropriate payments. 
• Collaborate with internal stakeholders, the Business Intelligence Environment team, application support areas, and external service providers to resolve data quality, reporting, and system issues.

Qualifications

• University graduation in a related field, preferably with a focus in science, technology, engineering, mathematics, data analytics, statistics, health administration, business administration, public administration, or another related discipline, plus 2 years of progressively responsible related experience; or equivalent as described below. 

Equivalencies: Directly related education or experience considered on the basis of:  

• 1 year of education for 1 year of experience; OR 
• 1 year of experience for 1 year of education.  

Preferred Experience for Compliance Analyst:

• Experience extracting, querying, manipulating, validating, analyzing, and reporting on large data sets using database concepts and analytic tools. 
• Experience using SAS, SQL, R, or Python to query, extract, manipulate, and analyze data from a relational or cloud data warehouse. 
• Experience with Snowflake or a comparable cloud data platform is an asset. 
• Experience with SAS Visual Analytics, R Shiny, Tableau, Power BI, or similar visualization tools. 
• Experience applying data analysis, statistics, risk assessment, or data mining approaches to identify trends, anomalies, outliers, or compliance risks. 
• Knowledge of health claims data, medical terminology, claims processes, fraud, waste, and abuse principles, control frameworks, or public-sector compliance/audit activities. 
• Ability to interpret legislation, policies, procedures, business rules, or assessment rules and communicate complex technical findings clearly to non-technical audiences.
