Goodwill of Silicon Valley is much more than a collection of thrift stores. It is a catalyst for transformation. For more than 95 years, Goodwill of Silicon Valley has been dedicated to building an inclusive economy in Silicon Valley by creating opportunities for people to achieve self-sufficiency and economic independence. By selling donated goods at affordable prices, Goodwill of Silicon Valley ensures the community has access to essential items while promoting sustainability through the reuse and recycling of goods. These stores serve as a source of the organization's program revenue and provide opportunities for job training and employment.
Goodwill Mission Services runs about $8 to $9 million a year across seven government grants that span federal, state, county, and city funders. Goodwill of Silicon Valley, our parent organization, provides our accounting system, payroll, HR, IT, and legal support. It also contributes about $3 million a year in unrestricted funds, drawn from donated goods retail profit, into Goodwill Mission Services operations.
The Compliance Analyst protects that funding. This role reviews program files, certifies client data, and checks that the documentation behind each grant proves what we billed and reported.
This is mostly a programmatic compliance role. The Analyst works close to the programs, reads each funder's rules, and confirms that intake, eligibility, and service records hold up to an audit. The role also carries basic financial acumen. The Analyst does not do the accounting but understands what documentation each grant needs, so billing and reporting match the file.
Job Responsibilities
Programmatic Compliance and File Review (35%)

Read and apply each funder's eligibility rules and documentation standards across all seven grants.

Review client and program files to confirm eligibility is proven and services are documented.

Check that files support what the organization billed and reported.

Flag gaps to program staff and track them to correction before report deadlines.

Support the AB109-to-CFET claiming reconciliation, which links two grants.
Data Certification and Quality (25%)

Confirm client records in CaseWorthy are complete, accurate, and entered on time.
-
Check that the fields each funder requires are populated at the point of intake.
-
Hold data quality standards that stay reliable as enrollment scales.
-
Run regular data checks and report error rates to the Director.
Time and Effort Certification (10%)
-
Run the monthly time and effort mechanics. The Director owns the policy and the standards.

Collect monthly effort certifications from staff and supervisors on schedule.

Check that Paycom timecards match the signed certifications for split-funded staff.

Track completion, follow up on late or missing certifications, and keep the certification file audit-ready.
Reporting and Financial Documentation Support (15%)

Understand what documentation each grant reimbursement and report requires.

Tie program service data to billed amounts so invoices and reports agree.

Support monthly and quarterly funder reporting with clean, backed-up numbers.

Help assemble audit files for each award.
Training and Monitoring (15%)

Train program staff on eligibility rules, documentation standards, and data entry.

Monitor whether staff follow compliance procedures and coach where they do not.

Keep job aids and standard work current as funder rules change.

Qualifications
Required Qualifications/Experience
-
Bachelor's degree in public administration, human services, business, or a related field, or an equivalent combination of education and experience (4 years of relevant, progressive work).

Three years in grants compliance, program compliance, or grants monitoring in a nonprofit or government setting.

Working knowledge of federal grant compliance and the Uniform Guidance (2 CFR Part 200). Uniform Guidance is the federal rulebook for how grant money is spent and documented.

Experience reviewing eligibility and documentation files for audit readiness.

Basic understanding of grant budgets and reimbursement documentation, enough to see when billing and the file do not match.

Experience keeping accurate, timely records in a case management or data system such as CaseWorthy or HMIS.
-
Strong spreadsheet skills, including reporting, using intermediate to advanced Excel or Google Sheets.
Preferred Qualifications/Experience
-
Experience with Department of Labor or Veterans Affairs grants. Our portfolio includes HVRP and SSVF.

Experience with California state and county workforce or reentry funding, such as AB109, CFET, or BSCC.
-
Direct experience administering or working in CaseWorthy.
-
Familiarity with CARF, VA, DOL, city, and county documentation standards.

Bilingual in English and Spanish, with Vietnamese a plus.

Hold CaseWorthy data complete, accurate, and on time as enrollment scales.

Confirm eligibility documents are captured at intake.

Support a clean reconciliation between what is billed and what is reported.

Close file and data gaps before funder report deadlines.

Computer literate. Knowledge of MS Office required.

Must pass a criminal background check.

Sedentary work, frequently sitting for extended periods in front of a computer monitor.
