Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

• Set enterprise procurement strategy and lead integrated contracting, purchasing, materials management, and supplier diversity operations.
• Ensure contracts and purchases are competitively sourced, cost-effective, and administered in accordance with public procurement standards, agency policies, and applicable federal, state, and local requirements.
• Set clear rules, procedures, and ways to measure results so the department stays accountable, follows requirements, manages risk, and delivers reliable service.
• Keep Executive leaders and the Board informed about purchasing plans, major contracts, market changes, risks, and results.
• Develop and direct departmental budgets, workforce plans, and operating priorities; address budget variances and ensure alignment with capital and financial plans.
• Build a high-performing procurement services team through talent selection, development, succession planning, accountability, and empowerment.
• Advance supplier inclusion, vendor performance, and stakeholder partnerships that support DART’s mission and community commitments.
• Modernize procurement through analytics, technology, process improvement, strategic sourcing, and the adoption of leading best practices.
• Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: 

Note: An equivalent combination of related education and experience may substitute for stated minimums, excluding required diplomas, licenses, or certifications.

• Bachelor’s degree in business administration, Public Administration, or a related field; master’s degree preferred.
• Eight (8) years of progressively responsible procurement, contracting, or supply management experience, including five years managing and leading professional teams.
• Executive command of public-sector procurement, contract administration, cost and pricing, materials management, supplier diversity, and applicable laws and regulations.
• Demonstrated success translating agency strategy into measurable procurement, financial, operational, and stakeholder outcomes.
• Strong leadership and decision-making skills, with the ability to negotiate effectively, communicate clearly, resolve conflicts, and present information to the Board.
• Proven ability to lead transformation, use data and technology effectively, develop talent, and build trusted internal and external partnerships.
• Ability to work effectively in a fast-paced environment, manage multiple priorities, and adapt to changing needs and deadlines.
• Strong verbal communication and writing skills, with proficiency in standard computer applications used for presentations, reports, analysis, and day-to-day business activities.
• Certified Public Procurement Officer (CPPO) designation preferred; Certified Professional Contracts Manager (CPCM), Certified Purchasing Manager (CPM), or a comparable professional certification may be accepted.
• Promotes organizational excellence through leadership development, succession planning, innovation, and continuous improvement initiatives.
• Other related duties as assigned.

WORKING CONDITIONS:
Primarily office-based, with periodic visits to operating facilities where exposure to noise,

weather, dust, petroleum products, or chemicals may occur. Compliance with all safety requirements and use of provided protective equipment are required.
