The Department of Economic Security, Office of Procurement, is seeking an experienced and highly motivated individual to join our team as a Procurement Manager. In this position, you will hold delegated procurement authority from the Chief Procurement Officer (CPO) and manage a team of Procurement professionals overseeing the end-to-end procurement lifecycle for the entire department. Responsibilities include guiding the development, negotiation and execution of direct contracts, service agreements, solicitations, and Intergovernmental Agreements (IGA's). Additionally, the Procurement Manager serves as a key liaison between State Procurement Office and DES programs, drafts formal decision documents and determinations for the CPO, provides team leadership and training, and handles other strategic procurement activities as assigned.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
• Directs subordinate staff in issuing formal and informal solicitations, evaluating offers, recommending awards, and negotiating terms, pricing, and contract amendments. Oversees the development and execution of direct contracts and agreements.
• Drafts CPO decisions regarding protests and Department reports for appeals. Ensures accurate, timely online approval of change orders in the Arizona Procurement Portal (APP).
• Consults with the CPO and Deputy CPO to resolve high-profile contract issues. Communicates and interprets DES procurement policies across the Department, conducting research and planning to support agency initiatives.
• Mentors procurement staff and collaborates with the Procurement Training Specialist to deliver training across all organizational levels. Serves as acting CPO in the absence of both the CPO and Deputy CP).
| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
• Centralized and decentralized government procurement methodologies, contract administration, Arizona Procurement Code, Uniform Commercial Code (UCC), and Federal antitrust laws.
• DES and State government organizational structures, cooperative procurement frameworks, HR policies, and financial procedures.
• Applicable administrative rules, professional ethical standards, data security, and confidentiality guidelines.
• Specialized procurement requirements directly aligned with the DES mission and operational values.
Skills in:
• Supervising staff, fostering positive relationships, and facilitating public presentations.
• Navigating the Arizona Procurement Portal (APP), utilizing standard software, and conducting research.
• Negotiating contracts effectively and executing precise business and technical writing.
Ability to:
• Apply sound leadership principles and interpret procurement statutes, administrative rules, and contract law.
• Organize multiple complex initiatives concurrently while adjusting effectively to shifting priorities and deadlines.
• Synthesize complex technical information into accurate reports while collaborating with cross-functional teams and external vendors.
| Selective Preference(s): |
The ideal candidate for this position will have:
• Advance procurement and contracting experience with a minimum of two years’ experience equivalent to Senior Procurement Specialist.
• Minimum one-year supervisory experience.
• A Bachelor’s degree from an accredited college in business, purchasing or related field. Preference given for professional certification, such CPPO, CPPB, CPM, or CPSM.

| Retirement: |
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
