Job Description
TeamBuilders is hiring for an experienced Certified Payroll Specialist to join a thriving commercial electrical construction & engineering firm in the Sacramento area.
The Certified Payroll Specialist will take ownership of the subcontractor compliance process from project startup through completion. This includes reviewing new subcontracts, identifying prevailing wage and certified payroll requirements, monitoring ongoing compliance, auditing payroll documentation, resolving discrepancies, and maintaining accurate compliance records.
The ideal Certified Payroll Specialist brings strong knowledge of prevailing wage laws and public works labor compliance, exceptional attention to detail, excellent communication skills, and the ability to confidently work with subcontractors, accounting, project teams, and other internal and external stakeholders.

This is a Direct Hire, Full-Time position, Monday through Friday, offering up to $35.00 per hour, depending on experience. The company also offers a comprehensive benefits package including Medical, Dental, Vision, 401(k), and generous Paid Time Off (PTO).
Key Responsibilities of the Certified Payroll Specialist:
Certified Payroll & Subcontractor Compliance
- Review new subcontracts and project requirements to identify applicable certified payroll, prevailing wage, labor compliance, insurance, and other regulatory requirements.
- Monitor subcontractor compliance with applicable state and federal payroll and labor regulations throughout the life of each project.
- Review and audit certified payroll reports, including documentation submitted by tiered subcontractors, to ensure completeness, accuracy, and compliance.
- Reconcile payroll and labor compliance information and identify discrepancies, omissions, or potential compliance issues.
- Work directly with subcontractors to obtain missing information, signatures, supporting documentation, and corrections in a timely manner.
- Research and resolve payroll and compliance discrepancies, responding effectively to questions from subcontractors, internal teams, and external stakeholders.
- Ensure subcontractor compliance requirements are satisfied prior to payment release in coordination with the Accounting Department.
- Maintain awareness of applicable prevailing wage, apprenticeship, labor compliance, and public works requirements.
Project Startup & Documentation
- Review new subcontracts and initiate the collection of required startup compliance documentation.
- Coordinate with subcontractors to ensure all required paperwork is complete, accurate, and submitted before project commencement.
- Maintain organized and accurate project compliance files and documentation.
- Track project-specific certified payroll, insurance, bonding, and subcontract compliance requirements.
- Maintain and update internal databases and compliance tracking systems to ensure current and reliable project information.
Internal & External Collaboration
- Serve as a primary point of contact for subcontractor compliance-related matters.
- Build professional, collaborative relationships with subcontractor representatives while maintaining appropriate compliance standards and deadlines.
- Partner with Project Management, Accounting, Operations, and other internal teams to ensure compliance requirements are understood and met.
- Communicate regulatory and contractual requirements clearly and professionally to both internal and external stakeholders.
- Support the timely resolution of compliance issues to prevent project delays or payment disruptions.
Continuous Improvement
- Identify opportunities to streamline compliance processes, improve accuracy, and increase operational efficiency.
- Lead and participate in continuous improvement initiatives related to subcontractor compliance and payroll processes.
- Participate in CECI Continuous Improvement events and methodologies as needed, including JDI, RIE, and A3 initiatives.
- Develop, maintain, and improve Standard Operating Procedures (SOPs) for compliance processes and related functions.
- Stay current with changes in prevailing wage laws, labor regulations, reporting requirements, and industry best practices.
General Responsibilities
- Maintain confidentiality and exercise sound judgment when handling sensitive payroll, financial, contractual, and employee information.
- Manage multiple projects, deadlines, and competing priorities while maintaining a high level of accuracy and attention to detail.
- Perform other related duties and responsibilities as assigned by management.
Qualifications
Required Skills, Experience and Education of the Certified Payroll Specialist:
Education & Experience
- Associate degree in Accounting, Finance, Business, or a related field preferred; equivalent combinations of education, technical training, and relevant construction industry experience will be considered. High school diploma or equivalent required.
- Minimum of 3 years of experience with prevailing wage laws and certified payroll reporting requirements, preferably involving federally and state-funded public works projects.
- Demonstrated experience interpreting and applying state and
- Federal prevailing wage and labor compliance requirements.
- Working knowledge of labor compliance, apprenticeship, and public works requirements for federally and state-funded projects.
- Construction industry experience strongly preferred.
Technical Skills
- Strong working knowledge of certified payroll and prevailing wage requirements.
- Experience using labor compliance and certified payroll platforms such as LCP Tracker, DIR, Spectrum, or comparable systems.
- Advanced proficiency with Microsoft Office, particularly Excel, as well as Word and PowerPoint.
- Proficiency with Adobe and other document management tools.
- Strong data entry, database management, and 10-key skills.
- Ability to audit, reconcile, and process payroll and compliance information with a high degree of accuracy.
- Familiarity with subcontractor insurance and bonding requirements.
