Introduction

OPEN COMPETITIVE EXAMINATION FOR:  ACCOUNTS PAYABLE CLERK (Non-Exempt) SALARY: $24.54 ~ $30.07/hr., 35 hrs./wk. paid bi-wkly. (NOTE:  New hires start at the beginning of the range)

IMPORTANT:

1. Veterans – Veteran’s points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination.
2. Residents – Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.  

3. Appeal Process - an applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice.  Please notify the Civil Service Office of a change in address.  Notification will be mailed to the address written on your application.

GENERAL STATEMENT OF DUTIES

The incumbent supports the weekly accounts payable processing function for payment of vendor goods and services invoices, utility invoices, non-po vouchers, employee expense reimbursements and ther related activities in compliance with City Policies. 

EXAMPLES OF WORK

(Illustrative only)  Reviews department processed invoices for correct appropriation classification, quantity, price, remittance address, verification of receipt of goods, authorized approvals, and required backup; Performs invoice data entry, matching, receiving and processing; Reviews and processes employee expense reimbursement requests; Mails and distributes checks; Responds to vendor and department inquiries; Files invoices and other supporting payment documents and retrieves files upon request.  Enters purchase requisitions.  Assists in the maintenance of orderly filing systems for current and prior fiscal years in accordance with State record retention guidelines; inputs data for maintenance of electric, natural gas, water & sewer utility tracking spreadsheets.  Supports department annual production and issuance of 1099 Misc tax forms.  Supports mailings and other vendor and payables related work as required; May cross train on other Finance accounting functions; may perform work of peers in other departments as needed; Performs additional duties and supports special projects as requested.

REQUIRED KNOWLEDGES SKILLS AND ABILITIES

Some knowledge of basic accounts payable processing procedures; Ability to use a computer keyboard and enter data with speed and accuracy; Ability to follow complex oral and written directions. 

REQUIRED EXPERIENCE AND TRAINING

Two (2) years’ experience performing accounts payable or similar processing function using a computerized  system. Graduation from high school.
