Summary:
Independently performs market research and assists Government personnel by suggesting or reviewing acquisition strategy recommendations for a variety of government acquisitions. Prepares associated documentation including acquisition plans, source selection plans, requests for proposal, and other transaction proposals and associated determinations and justifications required by statute or policy. Supports source selection process by coordinating and collecting documentation and tracking action items for the Government evaluators' contractor performance assessment research and reviews. Supports the price and proposal costs analysis and coordinates with appropriate agencies on technical evaluations, rate agreements and Cost Accounting Standards issues or material management system approvals. Takes lead role in coordinating contract administration, supports the Government's assessment of contractor cost, schedule and technical performance or program budget analysis and control. Responsible for supporting and developing large, major, or complex government procurements.
This role requires but is not limited to:
- Applies knowledge of the various acquisition approaches to include full and open competition, cost plus and fixed price contracts, Government Wide Agency Contracts and blanket purchase agreements, and can formulate the appropriate documentation for the various approaches.
- Applies federal purchasing regulations, policies and procedures while assisting in the procurement of goods and services
- Strong hands-on partnership with program office to develop their pre-award procurement artifacts such as acquisition plans, SOW, market research reports and cost estimates
- Post-Award Contract Administration Support-This may include making sure invoices are paid on time, assisting with performance concerns, making sure deliverables are received on time, and assisting with any contract modifications such as administrative changes, option years, CLIN realignments, etc.
- Acquisition planning and solicitation development to include participating in the structuring of RFPs for complex and technology procurements and develops RFP and contract documentation
- Source selection coordination, responsibility determinations, vendor communications
- Cost/price analysis support
- For major procurements, develops contract line-item structures, synthesizes technical requirements into logical frameworks and unambiguous specifications and statements of work, leads development of evaluation criteria and evaluation schemes, and crafts project-unique contract clauses
- Develops requisite planning and justification documentation and, as required, briefings for approval of major procurements by approval authorities
- Prepares point papers and business case analyses and participates in and supports meetings and program reviews
- Experience with Grants/Cooperative Agreements and Un-definitized Contracting Actions/Letter Contracts highly desirable
- Assists Procurement /Acquisition Manager with implementation, training and maintaining procurement program and other change initiatives; may coordinate, assist/conduct procurement training.
- Maintains purchasing database integrity, associated documentation, and training materials.
- Prepares contractor consent packages and functions as the procurement liaison with the Contracting Officer. Supports purchase orders, change orders, letters, memoranda, narratives and statistical reports and procedures.
- Monitors procurement status and expedites orders according to customer requirements and/or schedules
- Maintains and ensures procurement file documentation compliance with FAR and Agency policies.
- May assist in special projects, as assigned
- Proactively initiates cost reduction/savings initiatives
Requirements:
- BA/BS degree plus 6 years of experience
- Prior FAC-C certification or industry equivalent highly desirable
- Experience that demonstrates knowledge of the Federal Acquisition Regulation (FAR), agency specific regulations, and acquisition streamlining initiatives and reforms.
- Experience to include conducting comprehensive acquisition/procurement/contract management support activities including developing task lines in PWS/SOW.
- Prior experience using the PRISM contract writing system, and the Federal Financial Management System (FFMS)
- Prior experience using APFS and G-Invoicing desirable
- Ability to elicit requirements from program office subject matter experts to draft high-quality, procurement documentation independently
- Advanced Excel skills to draft independent government cost estimates with detailed bases of estimate
- High aptitude with Microsoft Office Suite to include Teams, Word and Excel
- Experience with file collaboration and management in SharePoint highly desired
- Exceptional verbal and written communication skills and experience working with varied groups of stakeholders
- Ability to work in a fast-paced environment, balancing multiple procurement actions simultaneously
- High degree of initiative and follow-through to ensure procurement actions are completed within prescribed timelines
- Client Fitness with Entry on Duty (EOD)
- Client or Secret and above highly desired
- Current Client badges highly desired
