Procurement Manager - Primoris Heavy Civil

Job Summary
The Procurement Manager for Primoris Heavy Civil in Louisiana will be responsible for overseeing and managing all procurement activities for assigned heavy civil construction projects in the region. This role focuses on strategic sourcing, vendor management, and ensuring cost-effective and timely acquisition of materials, equipment, and services to support project success.
Job Responsibilities
* Develop and implement procurement strategies tailored to heavy civil construction projects in Louisiana, including but not limited to earthworks, marine construction, and infrastructure development.
* Manage the end-to-end procurement process, from requisition to purchase order, ensuring compliance with company policies and project specifications.
* Identify, evaluate, and qualify new and existing suppliers, subcontractors, and vendors, conducting thorough due diligence and performance reviews.
* Negotiate favorable terms, conditions, and pricing with suppliers to achieve cost savings and optimize project budgets.
* Prepare and issue Requests for Proposals (RFPs), Requests for Quotations (RFQs), and invitations to bid, analyzing responses and making recommendations.
* Collaborate closely with project managers, estimators, and engineering teams to understand project needs and material specifications.
* Monitor supplier performance, resolve delivery or quality issues, and manage supplier relationships effectively.
* Ensure timely delivery of materials and services to support project schedules and prevent delays.
* Maintain accurate procurement records, contracts, and documentation.
* Stay informed of market trends, material availability, and regulatory changes impacting the heavy civil construction industry.
* Implement and enforce Primoris Services Corporation's safety and ethical guidelines within the procurement function.
Job Qualifications
* Minimum of 7-10 years of progressive experience in procurement, with a significant portion in the heavy civil construction industry.
* Proven track record of managing large-scale procurement for complex heavy civil projects.
* Strong knowledge of construction materials, equipment, and services relevant to heavy civil projects (e.g., aggregates, concrete, steel, earthmoving equipment, marine services).
* Expertise in contract negotiation, vendor management, and supply chain optimization.
* Proficiency in procurement software and Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle).
* Excellent analytical, problem-solving, and decision-making skills.
* Strong communication, interpersonal, and leadership abilities.
* Ability to work independently and collaboratively in a fast-paced environment.
* Willingness to travel to project sites across Louisiana as required.
* Professional certification (e.g., CPSM, C.P.M.) is a plus.
