Sr. Manager Of Procurement

Position Overview:

Woolpert is hiring a Sr. Manager, Procurement to join our dynamic Finance team. This position will be responsible for managing strategic procurement transformation and category management activities to help build a scalable, data-driven, and world-class procurement organization. Leading the development and implementation of the future-state procurement operating model, including current-state assessment and maturity, future-state organization design, 
processes, technology, policies and procedures, governance, and KPIs. Owning strategic sourcing, category strategy, supplier performance and risk management, vendor contract management, spend analytics, and procurement reporting, while partnering with Finance, Legal, Operations, IT, BI and Analytics, and business leaders to deliver measurable value, improve supplier outcomes, increase spend visibility, and strengthen procurement decision-making. Developing and maintaining a comprehensive spend analysis capability and holistic procurement dashboards, ensuring ongoing insight into savings, supplier performance, contract coverage, risk, and strategic sourcing opportunities. Providing leadership and influence across the organization while distinguishing strategic procurement responsibilities from tactical requisition, purchase order, and invoice review activities managed through operational procurement processes.

What You Will Do:

• Manage procurement managers and/or supervisors across multiple spend areas, sites, or business units, including hiring terminating, performance appraisals, and pay reviews.
• Directs the development and implementation of procurement strategies aligned with organizational goals for cost optimization and supply chain reliability. 
• Supports the development and implementation of the future-state procurement operating model, including current-state procurement assessment and maturity, future-state organization design, processes, enabling technology, policies and procedures, governance model, and procurement KPIs. 
• Develops category strategies and multi-year sourcing roadmaps across major spend areas, using spend, risk, complexity, supplier market dynamics, and business impact to prioritize strategic sourcing activity. 
• Standardizes the procure-to-pay process, approval workflow, and application of procurement policy and delegation-of-authority thresholds across teams. 
• Establishes and owns procurement KPIs — purchase order cycle time, contract compliance rate, cost savings and avoidance, supplier on-time-in-full, and purchase price variance — and holds managers accountable to them. 
• Develops and maintains a comprehensive and ongoing procurement spend analysis cube, including visibility by vendor, category, business unit, geography, project, contract coverage, savings pipeline, tail spend, and supplier concentration. 
• Develops a holistic procurement set of Power BI reports and dashboards, with support from the BI and Analytics team, and ensures ongoing maintenance, adoption, and business relevance of procurement reporting.
• Approves higher-value awards and resolves escalated procurement issues, including budget impact, investigation of supply sources, proposals, and bids. 
• Directs supplier selection and evaluation based on cost, quality, reliability, and risk, and oversees supplier performance reviews, assessments, and corrective action plans. 
• Establishes a supplier performance and risk management structure, including supplier segmentation, scorecards, business reviews, issue escalation, corrective action plans, and risk monitoring for critical or high-impact suppliers. 
• Owns the procurement risk register, including supply disruption, quality, geopolitical, and single-source exposure, and directs mitigation plans. 
• Evaluates, selects, and leads the rollout of procurement technologies and tools that improve efficiency, spend visibility, and automation. 
• Establishes and oversees a vendor contract management process and enabling technology, including contract repository governance, renewal tracking, obligation management, commercial term visibility, SLA monitoring, and coordination with Legal, Finance, IT, and business owners. 
• Manages the consolidated procurement budget for assigned spend areas, tracks expenditures, and implements cost control measures and savings initiatives. 
• Builds, prioritizes, and reports a procurement savings and value creation pipeline, partnering with Finance to validate realized savings, cost avoidance, risk reduction, and operational value delivered through strategic sourcing initiatives. 
• Allocates buying capacity, staffing, and resources across teams based on demand, spend, and risk within objectives defined by upper management. 
• Partners with Finance, Legal, Operations, and project leadership to align procurement plans with business needs and reporting requirements. 
• Reports procurement performance, savings, and risk position to senior leadership and ensures compliance with internal controls and ethical purchasing standards. 
• Builds the management bench by developing supervisors and managers and by establishing succession and capability plans for the procurement organization.

What You Will Bring:

• Bachelor's degree or higher in Supply Chain Management, Business Administration, Finance, or a related field required.
• Equivalent combination of education and experience may be considered on a 1:1 basis.
• 12 years of progressive procurement, purchasing, or sourcing experience.
• Experience managing first-level managers and/or supervisors, including hiring, performance management, and pay decisions.
• Experience owning a procurement budget and delivering cost savings, contract compliance, and supplier performance targets.
• Experience negotiating and awarding supply agreements and resolving escalated supplier and commercial issues.
• Experience developing category strategies, strategic sourcing pipelines, spend analytics capabilities, supplier performance programs, and contract management processes in support of procurement transformation.
• Broad knowledge of strategic procurement, category management, strategic sourcing, supplier management, contract lifecycle management, spend analytics, procurement governance, and the procure-to-pay cycle.
• Proven leadership skills, with the ability to set direction for managers and supervisors and to make decisions based on business objectives and allocated resources.
• Ability to develop and standardize procurement policy, controls, and process across multiple teams or business units. • Skilled in supplier negotiation, evaluation, and performance management, including scorecards, reviews, and corrective action.
• Ability to analyze spend, cost structures, and budget impact and to translate findings into savings and risk mitigation actions.
• Ability to define business requirements for procurement reporting, dashboards, and data models, including spend analysis cubes, Power BI dashboards, supplier scorecards, savings tracking, and contract compliance reporting.
• Working proficiency with ERP and procure-to-pay systems, spend analytics, and supplier management tools.
• Experience establishing procurement operating models, policies, procedures, governance forums, stakeholder engagement models, and change management approaches that support adoption of procurement processes and tools.
• Strong written and verbal communication skills, including the ability to present procurement performance and risk to senior leadership.
• Ability to resolve cross-business-unit conflicts involving cost, quality, schedule, and risk.

Preferred Qualifications:

• Master's degree or higher in Supply Chain Management, Business Administration, or a related field.
• 15 years of procurement or sourcing experience, including multi-site or multi business-unit responsibility.
• Experience leading procurement technology or automation implementations, such as P2P, spend analytics, or supplier portals.
• Experience implementing or maturing procurement analytics, contract lifecycle management, supplier performance management, eSourcing, spend cube, ERP, or Power BI-enabled procurement reporting capabilities.
• Experience with procurement in a professional services, engineering, or government-contracting environment, including flow-down and compliance requirements.
• Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (C.P.M.), or Certified Supply Chain Professional (CSCP).
• Knowledge of supply market trends, category management, and total cost of ownership analysis.
• Knowledge of ethical and sustainable purchasing standards and applicable regulatory requirements.
• Ability to coach and develop managers toward the next level of responsibility.

• Work is performed primarily in an office or remote office environment with prolonged periods of sitting and working at a computer.
• Must be able to communicate clearly, in person, by telephone, and in virtual meetings.
• May require occasional work outside of standard business hours to meet business or supplier deadlines.

TRAVEL REQUIREMENTS:

• Must be able to travel up to 15% of the time for business purpose
