Job Duties

The Virginia Department of Education (VDOE) is recruiting for a Procurement Manager to ensure efficient, compliant, and customer focused procurement services.
This position contributes to the integrity of the agency’s purchasing activities, fosters continuous improvement, and helps strengthen both internal and external stakeholder relationships.
The Procurement Manager would be expected to perform the following duties:

• Promote compliance with the Code of Virginia, DGS/DPS Agency Procurement and Surplus Property Manual, VITA's IT Procurement Manual and other published procurement policies and procedures, Vendors Manual and internal policies and procedures for the procurement of all goods and services.
• Audit procurement folders/files to identify and address any compliance gaps.
• Provide development opportunities for staff and customers. Offer support for internal processes and procedures.
• Promote professional rapport with the vendor community and encourage their utilization of Small Business certified by the Department of Small Business and Supplier Diversity (DSBSD) including sub-contracting opportunities.
• Administer the SPCC program in accordance with the Virginia Department of Accounts (DOA) CAPP manual 20355.

Minimum Qualifications

• Demonstrated knowledge of Virginia procurement laws, regulations, and policies, including the Code of Virginia, DGS/DPS Procurement Manual, VITA IT Procurement Manual, vendor requirements, and agency specific rules.
• Demonstrated Knowledge of procurement best practices related to solicitations, contract administration, audit standards, transparency requirements, and documentation management.
• Demonstrated knowledge of SWaM policies, supplier diversity principles, and small business engagement strategies.
• Demonstrated skill in developing and implementing procurement policies, procedures, workflows, and process improvements that enhance operational effectiveness.
• Demonstrated ability to develop instructional materials, deliver procurement training to diverse audiences, evaluate training outcomes, and support agencywide competency building.
• Demonstrated ability to interpret complex regulations and ensure compliance when necessary.
• Demonstrated ability to provide expert technical assistance to procurement staff and agency customers, fostering an environment of collaboration, growth, and continuous improvement.

Additional Considerations

• Graduation from an accredited college or university with a degree in Business or related field of study or a combination of professional training and experience.
• Knowledge of statewide procurement systems and programs, including eVA and the Small Purchase Charge Card (SPCC) program, along with related compliance requirements. Virginia Contracting Officer (VCO) preferred.
