Procurement Analyst

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as the Kansas City District's Agency/Organization Program Coordinator (A/OPC) Program Manager for the Government Purchase Card program.

Duties

• Serve as Kansas City District' s Agency/Organization Program Coordinator (A/OPC) Program Manager for the Government Purchase Card program.
• Responsible for the implementation and training of all GPC policy, regulatory, and system related guidance and processes.
• Conducts technical surveillance reviews of acquisitions and contract actions as documented in support of mission requirements.
• Recommends corrective and/or disciplinary actions(s) for misuses or findings within the GPC program
• Develops and publishes material which informs, clarifies, and otherwise supports the implementation of acquisition policy as it flows down from HQ USACE or DA level.
• Serves as a Procurement Analyst with primary responsibility for contracting program compliance with applicable acquisition policy.

• Must obtain and maintain DAWIA Level II (CONTRACTING) within two years
• Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

Qualifications

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
One year of specialized experience equivalent to the GS-11 level in Federal Service which includes experience applying contracting regulations to contract actions; such as providing contracting advice or assistance to contracting personnel, preparing and providing procurement analysis of contract documents or files, or analyzing and interpreting acquisition laws, regulations, policies, and procedures.
OR
Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management, Law, Contracting, etc.

Specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).(Note: You must attach a copy of your transcripts.)
