Supervisory Procurement Analyst

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Supervisory Contract Specialist, GS-1102-14 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Contracting Division.

Duties

• Serves as the Omaha District Chief of the Business Oversight Branch, planning, formulating, and executing District-wide procurement and contracting policies.
• Leads key national acquisition programs, including the Procurement Management Review (PMR), Peer Review, and Enterprise Training Programs.
• Analyzes procurement data metrics and trend analyses to assess workload, measure regulatory compliance, and support resource management decisions.
• Represents the Chief of the Contracting Office, preparing briefings, monitoring reviews, and implementing corrective action plans.
• Serves as the primary policy liaison between the Omaha District and higher echelons to communicate and implement contracting policy changes.
• Exercises program oversight for the District Government Purchase Card (GPC) Program, coordinating directly with HQUSACE on all compliance actions.
• Formulates, maintains, and disseminates local operating procedures, policy alerts, and contracting clauses to acquisition personnel and stakeholders.
• Evaluates qualifications, conducts periodic surveillances, and manages delegations for Administrative Contracting Officers and CORs.
• Directs quality assurance reviews on pre- and post-contracting actions and oversees the administration of all procurement data systems.
• Supervises and mentors the acquisition workforce, managing DAWIA certifications, performance standards, training plans.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent is required to travel/perform Temporary Duty (TDY) up to 15% of the time.
• Incumbent must obtain a Contracting Officer's Warrant at a locally specified purchase threshold within 12 months of initial start date.

Basic Requirement for Supervisory Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience (1) developing, interpreting, implementing, or evaluating procurement and acquisition policies, procedures, and regulatory-compliance requirements for complex contracting actions; (2) reviewing and providing technical recommendations on major acquisition documents, such as acquisition plans, acquisition strategies, consolidation determinations, or other pre-award or post-award procurement documentation; AND (3) experience in leading teams/units/directorate or organization(s). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
