APIC Solutions is seeking an experienced Payroll Manager to lead and direct all payroll operations for our growing, multi-state construction organization. As Payroll Manager, you will take full ownership of payroll strategy, process management, compliance, and team leadership. Reporting to the Controller, you will oversee end-to-end payroll processing, supervise and develop payroll personnel, and ensure complete regulatory compliance across all jurisdictions. This is a strategic leadership role with direct business impact and meaningful exposure to senior leadership for growth and operational planning.
KEY LEADERSHIP RESPONSIBILITIES
- Lead and direct the end-to-end weekly multi-state payroll processing operation, ensuring accuracy, timeliness, and full compliance across all jurisdictions
- Manage and oversee certified payroll and prevailing wage reporting and compliance requirements for all applicable projects
- Supervise, coach, mentor, and develop payroll team members; hire, train, and evaluate staff; optimize team performance and accuracy
- Own payroll data review, research complex payroll tax issues, resolve discrepancies, and implement corrections ensuring federal, state, and local regulatory compliance
- Establish and maintain robust payroll controls, reconciliations, and reporting procedures; drive continuous process improvement initiatives
- Oversee new hire payroll setup, status changes, terminations, and employee information updates in coordination with HR
- Prepare comprehensive payroll reports (weekly, quarterly, annual) for finance, HR, and executive stakeholders
- Manage W-2 preparation and processing; oversee union and wage code setup for certified payroll projects
- Partner with the Controller to implement payroll policy updates, system improvements, and procedural enhancements
- Stay current with federal, state, and local payroll tax regulations; ensure organization-wide compliance and regulatory adherence
REQUIRED QUALIFICATIONS & EXPERIENCE
- Minimum 5 years of progressively responsible construction payroll experience with proven track record managing high-volume, multi-state operations
- Demonstrated leadership or supervisory experience managing payroll personnel and directing payroll team functions
- Extensive experience processing and managing certified payroll and prevailing wage requirements
- Deep knowledge of payroll taxation, wage and hour laws, garnishments, deductions, and multi-state compliance requirements
- Certified Payroll (CP) certification or equivalent professional credential
- Strong experience with payroll controls, reconciliations, reporting, audits, and process improvement initiatives
- Exceptional analytical, organizational, and problem-solving skills with demonstrated ability to manage complex payroll scenarios
- Strong leadership capabilities with proven ability to mentor, develop, and motivate team members
- Advanced proficiency in Microsoft Excel and understanding of automated payroll processing systems
- Excellent verbal and written communication skills with ability to handle confidential information with discretion
PREFERRED QUALIFICATIONS
- Spectrum ERP/Payroll system or similar enterprise payroll platform experience
- Experience managing payroll for multiple legal entities and complex organizational structures
- Knowledge of wage decisions, trade classifications, and government wage determinations
- Bachelor's degree in Finance, Accounting, Business Administration, HR, or related field
- Certified Payroll Professional (CPP) certification
