Government Contracts Pricing Analyst

Challenging Projects:

As a Government Contracts Pricing Analyst with JCTM, you will support the development of accurate, compliant, and competitive pricing for federal government proposals, task orders, requests for quotation, contract modifications, and related business opportunities.

This is an internal corporate position supporting JCTM’s Growth, Capture, Proposal Operations, Contracts, Finance, Human Resources, Program Management, and technical teams. You will collect and validate pricing inputs, develop cost models, evaluate solicitation requirements, prepare pricing documentation, and provide financial analysis that supports strategic business decisions.

You will take ownership of pricing activities for routine and moderately complex opportunities, coordinate directly with company leadership and functional contributors, and ensure that proposed pricing is aligned with JCTM’s technical approach, staffing strategy, contractual requirements, and financial objectives.

Key Responsibilities:

Proposal Pricing Support: 

• Develop and maintain cost and pricing models for federal proposals, task orders, requests for quotation, contract modifications, and related business opportunities.
• Collect, organize, and validate pricing inputs, including:
  • Direct labor categories and labor hours
  • Employee and candidate compensation
  • Fringe, overhead, and general and administrative rates
  • Escalation assumptions
  • Subcontractor and consultant pricing
  • Travel, materials, equipment, and other direct costs
  • Fee and profit
  • Base-year and option-year pricing
• Enter pricing assumptions into company-approved models and verify that formulas, calculations, pricing schedules, and totals are accurate.
• Support pricing for firm-fixed-price, firm-fixed-price level-of-effort, time-and-materials, labor-hour, and cost-reimbursement contract types.
• Ensure pricing schedules comply with solicitation instructions and required government pricing templates.

Cost Model Development: 

• Develop and maintain Excel-based pricing models used to calculate fully burdened labor rates, extended labor costs, indirect costs, escalated labor rates, subcontractor costs, other direct costs, proposed fee, total contract value, gross margin, and estimated net margin, when applicable.
• Perform mathematical and formula checks before internal reviews and proposal submission. Maintain clear assumptions, input references, formulas, supporting documentation, and version controls.
• Develop alternative pricing scenarios based on changes to staffing, labor rates, escalation, workshare, indirect rates, fee, contract type, or other business assumptions.

Basis of Estimate Support: 

• Work with technical leads, program managers, capture managers, and other contributors to develop Basis of Estimate documentation.
• Review labor categories, staffing assumptions, labor hours, skill mix, and period-of-performance assumptions for consistency with the proposed technical approach.
• Confirm that labor hours and other cost assumptions are supported by solicitation requirements, performance work statements, staffing plans, historical actuals, technical estimates, management assumptions, and subcontractor inputs.
• Identify missing, inconsistent, or unsupported assumptions and elevate them to the appropriate proposal, functional, or company leader.
• Maintain traceability among the technical approach, staffing plan, Basis of Estimate, and cost model.

Pricing and Financial Analysis: 

• Perform labor-rate comparisons, historical-rate comparisons, margin analysis, indirect-rate sensitivity analysis, escalation analysis, subcontractor workshare analysis, price-per-labor-hour calculations, base-year and option-year comparisons, and scenario or what-if analyses.
• Advise leadership on how proposed labor rates, indirect rates, staffing, workshare, escalation, and fee affect total price and expected profitability.
• Prepare pricing summaries, charts, tables, and supporting materials for internal reviews and decision meetings.
• Identify unusual rates, negative margins, mathematical errors, missing costs, unsupported assumptions, and other pricing or financial risks.

Solicitation and Regulatory Compliance: 

• Review solicitation pricing instructions and develop compliant pricing submissions.
• Support compliance with applicable requirements, including the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, FAR Part 15 pricing requirements, solicitation-specific instructions, company estimating and approval procedures, and approved indirect-rate methodologies.
• Apply a working understanding of cost allowability, allocability, reasonableness, and consistency.
• Prepare pricing narratives, assumptions, cost summaries, and supporting documentation.
• Maintain complete and organized pricing files that support internal reviews, customer questions, and potential audits.

Subcontractor Pricing: 

• Issue or support pricing data calls to subcontractors, consultants, and teaming partners. Track submissions and follow up on missing information.
• Review subcontractor quotes for mathematical accuracy, completeness, labor-category alignment, indirect-cost treatment, escalation, travel and other direct costs, period-of-performance consistency, and required representations or certifications.
• Normalize subcontractor pricing for incorporation into JCTM’s pricing models.
• Identify discrepancies or unusual assumptions and coordinate their resolution with Contracts, Capture, Finance, or company leadership.

Cross-Functional Coordination: 

• Work with Human Resources and recruiting personnel to obtain compensation data and validate proposed labor rates.
• Work with Finance and Accounting to obtain indirect rates, historical cost information, project financial data, payroll information, and other financial inputs.
• Work with Contracts to understand contract type, wage requirements, funding limitations, escalation provisions, submission requirements, and other contractual considerations.
• Work with Program Management and technical personnel to understand staffing requirements, labor-hour estimates, technical assumptions, and delivery requirements.
• Work with Growth, Capture, and Proposal Operations to meet pricing schedules, internal review deadlines, and submission requirements.
• Communicate pricing questions, missing inputs, schedule concerns, and identified risks clearly and promptly.

Pricing Administration and Controls: 

• Maintain proposal pricing trackers, model libraries, labor-rate databases, indirect-rate files, and historical pricing information.
• Apply company file-naming, document-control, and version-control procedures.
• Support peer reviews and independent checks of proposal pricing.
• Document pricing assumptions, approvals, revisions, and changes.
• Assist with updating pricing templates, checklists, standard narratives, and internal procedures.
• Protect proprietary, procurement-sensitive, source-selection-sensitive, and contractor bid or proposal information.

You Have:

• Must be eligible to obtain and maintain a U.S. government security clearance.
• A bachelor’s degree in Accounting, Finance, Business Administration, Economics, Mathematics, Statistics, Contract Management, or a related field.*
• 5+ years of relevant government contracting, proposal pricing, finance, accounting, project controls, contract budgeting, or related experience.
• Direct federal proposal-pricing experience, including cost modeling, financial analysis, or contract budgeting for federal proposals or task orders.
• Working knowledge of Microsoft Excel, including formulas, lookup functions, pivot tables, conditional formatting, data validation, sorting, filtering, scenario analysis, and workbook organization.
• Experience developing and reviewing pricing models for federal government opportunities.
• Ability to perform accurate mathematical and financial calculations.
• Ability to analyze data and identify inconsistencies, missing information, unsupported assumptions, and financial risks.
• Working knowledge of federal acquisition regulations and government contract pricing.
• Strong attention to detail and disciplined document-control practices.
• Ability to manage multiple assignments, competing priorities, and firm proposal deadlines.
• Effective written and verbal communication skills.
• Ability to work collaboratively with Growth, Capture, Contracts, Finance, Human Resources, Program Management, proposal, and technical personnel.
• Ability to clearly communicate pricing assumptions, risks, and recommendations to company leadership.

• Ability to appropriately handle proprietary, confidential, and procurement-sensitive information.

• Experience supporting federal government contractors.
• Experience preparing or reviewing government proposal pricing submissions.
• Experience with Deltek Costpoint, Deltek GCS, Unanet, JAMIS, or a comparable accounting or enterprise resource planning system.
• Experience working with project financial reports, general-ledger data, payroll data, labor rates, indirect rates, or contract budgets.
• Experience supporting firm-fixed-price, firm-fixed-price level-of-effort, time-and-materials, labor-hour, and cost-reimbursement contracts.
• Familiarity with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, Cost Accounting Standards, and Truthful Cost or Pricing Data requirements.
• Experience developing Basis of Estimate documentation.
• Experience supporting Defense Contract Audit Agency, Defense Contract Management Agency, or customer information requests.
• Experience with federal contract invoicing systems such as Wide Area Workflow or the Invoice Processing Platform.
• Experience supporting IDIQ, GWAC, GSA Schedule, OASIS+, Polaris, or SeaPort-NxG task-order responses.
• Experience with Service Contract Labor Standards and Department of Labor wage determinations.
• Experience developing pricing narratives, management review materials, sensitivity analyses, and alternative pricing scenarios.
• Proficiency with Microsoft Word and PowerPoint.
• Experience maintaining labor-rate databases, pricing model libraries, and historical pricing information.
