In compliance with Board policies and procedures, responsible for the financial analysis, reporting, data validation and reconciliation related to payroll and the Board’s Payroll Systems, collective agreement analysis and costing, as well as supporting the design, testing and implementation of system enhancements and new software initiatives in support of Payroll Services.

MAIN ACTIVITIES
- To assist in the update and maintenance of Board control files, including the creation of pay and deduction codes, to support accurate payroll processing and financial reporting as directed by the Manager and Associate Manager.
- To assist in creating testing and research supporting documentation to ensure compliance with various legislative requirements, Board policies and procedures, and financial controls.
- To assist with biweekly payroll production and related financial analysis and reconciliations as directed.
- To prepare and review various financial and statutory reports for external groups, including monthly union dues, Ontario Teachers' College deductions, pension reporting, and other payroll-related remittances.
- To support Ministry Appendix H audits and other payroll analysis as required to support Budget and Financial planning for all employee groups
- To participate in patch testing for updates to the ERP system. This includes identifying potential problems, assessing impacts on payroll calculations and financial reporting, and providing recommendations for solutions prior to implementation.
- To review departmental processes, reports, reconciliations and internal forms, and recommend improvements to payroll systems, financial processes, reporting and internal controls to enhance accuracy, efficiency, financial integrity and data quality.
- To identify, investigate and resolve system errors and discrepancies, including those identified in system-generated reports, assess related financial impacts, and ensure timely resolution within payroll deadlines.
- To assist in the implementation of system or process changes resulting from legislative, system, collective agreement, and financial requirements.
- To prepare and update the Annual Statutory Deduction tables including the verification testing of all employee groups within the tax groups with assistance of Associate Manager, Payroll Systems.
- To compile, validate, analyze, and report on payroll and financial data, including the development and maintenance of system reports using Report Writer and SQL, to support mass ROE processes, labour negotiations, legislative and collective agreement implementation, and ensure the accuracy, completeness, and integrity of payroll information.
- To participate in scheduling the cycles of activity, consolidation of submissions, preparation of required reports, for Associate Manager, Payroll Systems review and creation of annual payroll HRIS system calendars and Teacher Pension Plan calendars.
- To assist with training and provide guidance to Payroll Services staff on payroll processes, systems, reporting and related financial procedures.
- To assist with the preparation, reconciliation and review of the annual T4 process, annual pension reports, annual benefit reports, and other year-end payroll and financial reporting requirements.
- To prepare, maintain, and analyze payroll-related accruals, staffing costs, vacancies, leaves, overtime, replacement staffing, and related expenditure trends and variances to support accurate financial reporting, budget monitoring, forecasting, year-end reporting, and compliance with accounting standards.
- To perform other duties as assigned.
Line of Responsibility: Responsible to the Manager, Payroll Services
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- A four-year university degree in Finance, Accounting, or a related discipline is required. Progress toward Chartered Professional accountant (CPA) designation is considered an asset.
- A minimum of five years of progressive experience in accounting, finance, payroll, financial analysis, or a related field is required. Demonstrated proficiency in financial, payroll, and HRIS system including system support, data management, reporting, analysis, testing, issue resolution, and troubleshooting, is required.
- Payroll Compliance Professional (PCP) or Certified Payroll Accountant (CPA) designation is an asset.
- Advanced knowledge of Microsoft Excel and strong knowledge of Microsoft Office, accounting software, payroll systems and reporting tools is required. Experience with SQL and/or report-writing tools is considered an asset.
- Strong analytical, problem-solving, organizational, verbal and written communication, interpersonal and computer skills are required.
- Demonstrated ability to analyze financial and payroll data, identify discrepancies, investigate issues, and recommend solutions is required.
- Ability to deal effectively with a variety of individuals and groups both within and outside the Board is required.
LEADERSHIP
- Supervision or people management is not an expectation of this role.
- Responsible for providing guidance and assisting in the training of Payroll Services staff including the Payroll Representatives and Senior Payroll Representatives.
- Communicates private and confidential information with individuals and groups within and outside of the Board including system vendors, as it relates to HRIS and payroll systems and related data.
ACCOUNTABILITY & DECISION MAKING
- Responsible for adherence to Board policies and procedures, collective agreements, payroll legislation, Canada Revenue Agency rules and regulations, Generally Accepted Accounting Principles and other applicable financial and compliance requirements.
- Responsible for maintaining knowledge and understanding of payroll and financial processes, HR practices and systems, and Structured Query Language (SQL) reporting to extract, analyze and report financial and payroll data using various tables and calculations.
- Decisions and recommendations made can have a direct impact on the accuracy of employee pay, financial reporting, payroll-related accounts and management information. Risks include incorrect payroll calculations, retroactive payments, financial data, reconciliations and reports used for payroll processing, accounting and decision-making.
- Accountable for assisting in the development and enhancement of procedures, processes and internal controls to improve the accuracy, efficiency and effectiveness of payroll production, financial reporting, reconciliations and system processes.
- Investigates and resolves system errors, data discrepancies and financial variances through analysis and testing in a test environment to ensure accuracy, compliance and timely resolution within payroll deadlines.
- Provides recommendations on system, reporting and process improvements based on analysis of payroll and financial data, system functionality and identified risks.

Important Information for CUPE 1734 Members:
LA.11.7 Those twelve (12) month employees filling vacancies as a result of their applying to a job posting are to remain twelve (12) months at their position.
