Finance Director

Reports To: District Administrator

Supervises: Accounting

Position Summary:

The Finance Director is a senior-level position responsible for overseeing all financial functions of the Emergency Services District. Reporting to the District Administrator, this role manages budgeting, financial reporting, audits, procurement, investment oversight, and compliance with relevant laws and policies. The Finance Director ensures the fiscal health and operational efficiency of the district, supports strategic planning, and provides leadership to the Accounting Division

Key Responsibilities:

• Responsible for overseeing all personnel matters within the division, including recruitment, hiring, performance management, and terminations in accordance with District policies and applicable laws

• Direct the preparation of all financial reports, including income statements, balance sheets, investment summaries, and governmental filings.

• Prepare and present reports related to district expenses, budgets, financial planning, and regulatory compliance.

• Negotiate or approve contracts with suppliers, agencies, and vendors in coordination with district leadership.

• Implement and maintain budgetary control systems, recordkeeping practices, and financial reporting protocols.

• Collaborate with the District Administrator and executive team to align financial strategies with organizational goals.

• Supervise the Accounting Division, including oversight of work planning, standards, evaluations, hiring, discipline, and staffing recommendations.

• Monitor financial performance and integrate operational data to support forecasting and long-term financial planning.

• Regularly report financial conditions and budget progress to the District Administrator and Board of Emergency Services Commissioners.

• Ensure compliance with all applicable financial laws, including state reporting and public funds investment regulations.

Required Qualifications:

• Bachelor’s degree in Business Administration, Accounting, Finance, or a related field (required).

• Eight (8) to ten (10) years of experience in financial management (required).

• Valid Texas driver’s license with an acceptable driving record.

• Must not be listed on the U.S. Department of Health & Human Services OIG List of Excluded Individuals/Entities (LEIE).

Preferred Qualifications:

• Master’s degree in Business Administration (MBA) or Certified Public Accountant (CPA) designation.

• Five (5) years of experience working with Emergency Services Districts or similar government entities.

• Experience with Texas public sector financial regulations.

Working Conditions:

• Primarily office-based with standard business hours.

• Occasional travel to board meetings, financial institutions, or off-site functions may be required.

• May require attendance at evening meetings or public events as needed.
