The Director of Finance, Procurement & IT is responsible for strategy and operational requirements associated with full cycle accounting and finance, payroll, procurement, IT, and facilities.  The role oversees the Owen Sound Transportation Company (OSTC) budget process, reporting financial results, billing and reporting to Ministry of Transportation (MTO) Finance, MTO Operations, and MTO Oversight. The incumbent will lead the capital planning and budgeting, special projects, and ensure that OSTC meets the financial planning and reporting needs of internal and external parties. The incumbent will also ensure that OSTC complies with its Procurement policy and procedures, its delegation of authority, and meets all requirements set out in the provincial Agencies and Appointments Directive as well as all other applicable legislation, directives and policies. The incumbent will oversee all facility leases, contracts and projects related to facility maintenance and will engage with and report to (as necessary) Infrastructure Ontario (IO) and MTO oversight. The incumbent will oversee all IT systems and hardware, related projects, contracts, needs assessments and installations. The Director will oversee all staff within the Finance, Procurement & IT department including productivity and performance management, attendance management and professional growth and development.

KEY ACCOUNTABILITIES

The primary job duties and responsibilities for the Director of Finance, Procurement & IT include but are not limited to the following:

Finance & Accounting

• Develops and oversees the development of strategies, programs, policies and tools for all Finance and Accounting matters for OSTC, such as the timely issuance of financials, analysis, reporting, recruitment, selection, deployment, and evaluation of all human resources.
• Oversee the preparation of divisional and consolidated financial statements (quarterly and annual), and comprehensive reporting packages of financials and key indicators for all parties, internal and external.  Present to the Board and to MTO Finance and MTO Operations, as required.
• Oversee the multi-year, annual operating and capital budgeting processes, including the preparation of forecasts for respective parties with each partnership at the Ministry of Transportation.
• Partner with the CEO and Division leaders to identify business risks and mitigation strategies.
• Provide support to the Director of HR & Communication with the development, design and updating of compensation and benefit plans and policies, and assist with activities to achieving and maintaining pay equity.
• Lead year end financial management with external auditors, ensuring audit issues are resolved.
• Oversee the completion of bank and other balance sheet reconciliations, monthly financial statements, detailed variance analysis, and summary reports.
• Oversee local, provincial, and federal government reporting requirements, and all Canada Revenue Agency (CRA) filings.
• Ensure compliance with finance policies, and revise as appropriate to protect the assets of OSTC,
• Preserve confidentiality of division, OSTC and financial information.
• Maintain files and documentation thoroughly and accurately in accordance with public sector generally accepted accounting principles and Ontario government archive and document retention and disposal policies.
• Responsible for Delegation of Authority (DOA), signing officer for bank accounts, tax authorities, etc.

Payroll and Benefits

• Oversight including weekly review and approval of payroll processing, administration and policies, encompassing five (5) separate union agreements, marine and office salaried, and contract employees for the execution of weekly payroll to all employees, source deductions and payment to all providers are executed on a timely basis.
• Oversight of benefits and pension plan remittances, payments and reconciliation across multiple providers. Work with the Director of HR & Communication on contract review, updates and renewals.
• Oversight of payroll implementations ensuring compliance with HR policies and procedures (i.e. Time Away from Work Policy).
• Working closely with Human Resources to ensure changes are appropriately interpreted, implemented, managed and updated, as required.
• Develop and monitor timecard templates and procedures for obligation and hourly employees.
• Monitor federal and provincial legislation regarding changes in taxation policy.
• Monitor pension and benefit changes as outlined by providers (e.g./ Ontario Pension Board (OPB)) and HR benefit policies.
• Annual reconciliation and reporting of T4s for all employees.

Procurement & Facilities

• Develops and oversees the development of strategies, programs, policies and tools for all Procurement and Facilities matters.
• Work with Division leaders to ensure that financial and procurement matters are properly planned, managed, and reported through Capital Planning and Procurement Committee that oversees ten (10) year planning of all assets across vessels, terminals, head office, information technology, etc.
• Oversight of all facilities for OSTC across the three (3) ferry operations including office, terminals, warehouses, and other facilities strategy and requirements.  Engage Infrastructure Ontario (IO) and work with Centralization of Broader Real Estate Authority (CBREA), as required.
• Periodically review and update procurement policies and procedures to ensure all relevant provincial and legislative directives and guidance is incorporated.
• Ensure compliance with procurement policies and oversight of timely fulfillment of procurements for all OSTC operations.
• Authorization of quarterly and annual reporting to management, Board of Directors, Supply Ontario, and MTO are accurate and complete.
• Signing officer for contracts.

Information Technology

• Develops and oversees the development of strategies, programs, policies and tools for all Information Technology (IT) matters for OSTC Plan, including implementation, training, and upgrading of all systems, such as Enterprise Resource Planning (ERP – Sage), OSTC website and mobile application, Reservation, Fleet Management and Procurement, Point of Sale, and other required IT systems.
• Develop plans for implementing new or updated corporate policies for OSTC, e.g. Digital and Data Use and Protection (IM/IT), Technology & Systems.
• Oversee and establish effective project teams and manage projects to support major corporate initiatives, including serving as team lead or co-lead where required.
• Oversee IT staff who will procure, maintain inventory and manage contracts for IT and related equipment.
• Oversee cyber initiatives, including cybersecurity, storage, redundancies, and recovery.

People Management

• Manages the performance of Finance and IT department managers and supervisors, including work assignments, objectives, and compliance with legislative and applicable OSTC and government directives (e.g. Procurement Directive). Provides guidance and oversight on the management of staff reporting to the department managers/supervisors.
• Employee relations including performance management, coaching, mentoring, training and development, attendance management and department recruitment.
• Conducts department meetings and ensures regular communication with the team; collaborates with other department managers to ensure consistent messaging and application of policies for fairness and equity.
• Holds to account both staff that report to them and external service providers within their span of responsibility (e.g. Insurance Brokers, MSP and Auditors).
• Manage and contribute to an environment and culture of service excellence which respects diversity, encourage all employees to work together to achieve results and contribute to a healthy, rewarding, and productive working environment where personal and team accountability are key.

Senior Leadership

• Develop and monitor the Finance and IT annual departmental budget.
• Prepare all required reports and present to the Board of Directors and CEO as required.
• Engage with external interest holders to foster good community and organizational relationships and networking.
• Attend bi-weekly meetings with ministry oversight branch, and ministerial finance oversight branch.
• Oversee, perform, and assign other duties as required.

QUALIFICATIONS, EDUCATION, KNOWLEDGE, WORK EXPERIENCE, and SKILLS

Education and Experience

• Post-secondary education, with a minimum bachelor’s degree in an Accounting or related field.
• CPA designation required.
• A minimum 10 years of relevant accounting and finance experience in progressively more responsible position with a minimum of 3 years in a senior leadership role (Director, VP, etc.).
• Experience in project management is required, PMP designation is an asset.
• Knowledge of Public Sector Accounting Standards.
• Experience working for a government organization an asset.

Knowledge and Skills

• Strong knowledge of MS Office, including proficiency in the use of Excel and PowerPoint.
• Strong knowledge of Enterprise Resource Planning (SAP, Oracle, SAGE, Microsoft Dynamics) applications and capabilities.
• Hands-on approach with demonstrated ability to meet deadlines.
• Good business acumen and problem-solving skills
• Attention to detail and accuracy.
• Adaptable and flexible to evolving business needs.
• Good understanding of government oversight requirements
