Divisional Finance Director/Controller

The Divisional Finance Director/Controller is responsible for the daily supervision of finance and centralized accounting staff. This individual is responsible to ensure the accuracy and integrity of accounting data, research, preparation, and presentation of financial trends, pro forma budgets along with special projects as assigned. The Finance Director/Controller is also responsible to assign or reassign accounting responsibilities of the department staff and request staff to handle special assignments.

Responsibilities

• Adhere to guidelines for staff responsibilities as found in The Salvation Army’s Employee Manual.
• Apply accounting principles and practices following standardized, well-established procedures, regulations, and guidelines.
• Approve all funding withdrawal requests for property projects and other non-automatic releases from trusts.
• Conduct corps/program/service unit internal audits as directed by the Divisional Financial Secretary.
• Establish and maintain appropriate separation of duties among the accounting staff.
• Institute recommended and approved safeguards to ensure the integrity and maintenance of the accounting and financial reporting system.
• Know and abide by Generally Accepted Accounting Principles (GAAP) as issued by the Financial Accounting Standards Board (FASB).
• Lead in the preparation of the divisional fiscal year-end consolidation process inclusive of financial statement preparation and all appropriate subsidiary schedules.
• Monitor daily cash flow, review payments, and ensure adequate cash reserves on hand to meet weekly, monthly and yearly obligations.
• Prepare financial reports in an accurate and timely manner; present monthly and annual financial statements clearly to leadership; oversee all financial and grant reporting from governmental and nongovernmental funding sources for compliance.

• Prepare the annual command budget for review by Divisional Administration according to The Salvation Army policies and procedures.
• Respond to inquiries as necessary from the external territorial auditors. Liaison with all internal and external auditors and responsible to review all audits (internal and external) and prepare finance department response. Responsible, with the Divisional Auditor, of conducting Corps audits on regular basis.
• Serve as a member of the Command Finance Council (CFC). Act as Secretary of the CFC board in the absence of the Divisional Financial Secretary and Finance Officer. Carries out the policies and decisions of the CFC.
• Prepares required Boards (CFC, Advisory Board’s, and others) internal and external reports.
• Verifies and analyzes computations of the fiscal year ends reports.
• Supervise finance staff on accounting, Command internal audits, government contracts, budgeting, financial reporting and payroll and corps accounting.

Qualifications

• Bachelor’s Degree (Master’s preferred) in accounting required and at least seven years of management experience preferred.
• Bilingual (Spanish/English). Proficient in writing and communicating in both languages.
• Ability to maintain strict confidentiality.
• Demonstrated ability to successfully manage multiple projects with grace and professionalism.
• Excellent interpersonal relationship skills.
• Keen attention to detail and accuracy, adaptable, and organized.
• Must complete all required trainings upon hire.
• Positive can-do attitude and a sleeve rolled up approach to leadership.
• Previous experience with a non-profit and government contract management preferred.
• Proficient computer skills required.
• Supervisory skills and experience required.
• Valid driver’s license.
• Willingness to travel occasionally, within the Division as well as outside of the Division for conferences and meetings and willing to work occasional evenings and weekends.
