Ontario Health at Home is looking for is looking for an experienced leader in corporate procurement and contracts with in-depth knowledge of the Ontario Public Service (OPS) Procurement Directive, experience managing contracts of substantial scope, and expertise in procurement leading practices.
Reporting to the Vice President, Finance, this position is accountable for the strategic leadership and management of all aspects of the Corporate Procurement portfolio for Ontario Health atHome. The Director, Corporate Procurement and Contracts applies a provincial focus to plan, direct and organize the procurement functions and ensure efficient, effective and quality services are provided. This position is also accountable for developing and maintaining a central provincial repository for Ontario Health atHome legal and contractual agreements.

What will you do?
- Ensure service quality and appropriate expenditure of public funds through implementation of effective procurement processes in compliance with Ontario Public Service (OPS) Procurement Directive and applicable Trade Agreements
- As the primary business liaison with functional owners, create synergies with regard to a provincial procurement approach
- Consult internally for contract planning and priority setting to develop annual procurement roadmaps
- Work with internal departments and subject matter experts to identify and define appropriate procurement strategy, preparing RFX which provides an open and fair competitive bidding process aligned with legal/regulatory guidelines
- Manage multiple, large projects involving stakeholders from across the health care sector
- Executes procurement programs with a complex legislative framework, ensuring compliance with procurement directives, government expectations, and best practices regarding the competitive purchase of goods and services in the health care sector
- Manage corporate contract performance in collaboration with local subject matter experts, including monitoring contract compliance and overall impact on budget
- Ensure all staff have an awareness and understanding of the procurement cycle, and provide advice on procurement methods, contract terms and conditions, contract management and post evaluation processes
What must you have?
- A university degree in a related discipline (Business Administration or Health Sciences) or equivalent experience
- 8-10 years of experience in progressively responsible, related positions, including 3-5 years in a management role
- Demonstrated knowledge of contract management/procurement concepts and tools, related legislation, the OPS Procurement Directive and relevant Trade Agreements
- Ability to translate technical contract document language into a format that is easily understood by a lay person
- Expert skills in writing and communicating technical documents and specifications
- Proven leadership and negotiation skills to support contract discussions
- Demonstrated excellent planning and organizing skills to manage a variety of contracts and processes simultaneously
- Strong technical skills; ability to use MS Office applications (Word, Excel, PowerPoint)
