Summary Statement

The incumbent reports to the Controller General and assists the Controller General in overseeing the Division's operations and functions as Controller General in the Controller General’s absence.  The incumbent is responsible for providing independent, non-partisan, accurate research and fiscal support services to members of the General Assembly and their staff, including drafting annual appropriations legislation. The incumbent will participate in all hearings held by the Joint Finance Committee, the Joint Committee on Capital Improvement, and other hearings in connection with contemplated budget appropriations, capital improvement programs, or supplementary appropriations. The incumbent will analyze and interpret federal, state, and local laws and policies, assess their fiscal impact on state government, and report the results to the Controller General and the General Assembly.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor's degree or higher.
  2. Five years of experience in public policy administration which includes overseeing and directing the development, implementation, and evaluation of public policies.
  3. Five years of experience in overseeing the development and implementation of budgets; analyzing strategic plans and performance measures; planning, developing, implementing, and monitoring budgetary policies and procedures.
  4. Three years of experience in developing solutions and providing recommendations, guidance, and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  5. One year of experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.

Additional Posting Information

During legislative session (January to July 1), extended hours beyond 4:30 p.m. are required.
