SUMMARY

The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The FEMA Disaster Recovery and Stimulus Closeout Task Force, within the OMB-Managed Grants subdivision, oversees the administration of the American Rescue Plan State and Local Fiscal Recovery Funds (SLFRF) grant and FEMA Public Assistance (PA) budget supporting the City’s recovery from disasters such as Hurricane Sandy, Ida and Isaias. The FEMA Sandy Revenue and Financial Planning Unit provides oversight of the City’s FEMA PA Sandy capital, expense and revenue budget. The team is responsible for forecasting and tracking cash receipts, and ensuring revenue recognition meets generally accepted accounting principles.

JOB DESCRIPTION

The duties of the position include the following:

Revenue and Financial Planning

• Monitor federal funding supporting the City’s response to Hurricane Sandy and ensure the fiscal impact of FEMA grant awards is accurately reflected in the City’s capital and expense budget.
• Understand accounting and reporting standards, and ensure expenditure and revenue entries meet generally accepted accounting principles (GAAP).
• Develop budget guidelines as required to ensure expenditure and revenue entries are accurately reflected in the City’s Financial Management System (FMS).
• Lead Grants Metrics meetings. Provide updates on cash collection and revenue realization progress. Provide updates on potential risks identified and recommend potential solutions.
• Monitor spending throughout the year and track against relevant grant award. Collaborate with grant program teams and recommend future grant amendments or time extension requests.
• Lead the fiscal review of expenditures submitted for grant reimbursements and ensure period of performance requirements are met. Review prior records in preparation for grant closeout and future audits.
• Lead in the development and maintenance of reports to make budget, expenditure and revenue data accessible to technical and non-technical stakeholders.
• Develop and run ad-hoc queries, InfoAdvantage reports, and SAP Crystal downloads as needed. Ensure accurate interpretation of data.

Team Supervision

• Oversee a team of OMB staff; develop and implement plans to meet deadlines and goals of the unit.
• Collaborate with various teams to develop and provide trainings so staff are supported and have opportunity for professional development within the team.
• Analyze the efficiency and effectiveness of task force procedures and develop recommendations for change.

QUALIFICATIONS

• Minimum of two years of experience managing Capital budget and accounting assignments.
• Experience leading internal audit, risk assessment and financial compliance.
• Comfort in making decisions and recommend solutions to problems and challenges as they arise.
• Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail.
• Strong interpersonal skills, and the ability to maintain working relationships.
• Strong written and spoken communications skills.
• Ability to work independently as a self-motivator and to motivate others.
• Ability to work calmly and proficiently under pressure and to adhere to deadlines.
• Must possess strong technical skills including a proficiency in Microsoft Office software (Excel, Word, PowerPoint) and the ability to learn new technology quickly.
• Prior experience with Financial Management System (FMS) is preferred.

Deputy Assistant Director ($145,807): Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and a minimum of five years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration or a related field; or an awarded Master's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and a minimum of three years of relevant experience.
