Drucker + Falk is seeking an experienced Compliance Manager to provide centralized affordable housing compliance oversight across our multifamily portfolio. This position will serve as a key resource to property and regional teams, helping ensure compliance with LIHTC, HUD/Section 8, Bond, HOME, HUD-financed, and other federal, state, and locally administered affordable housing programs.
The Compliance Manager will oversee certification and regulatory requirements, support audits and inspections, maintain affordable housing systems including Yardi Voyager Affordable, RightSource, and RentCafe Affordable, monitor portfolio compliance and reporting, and provide training and guidance to operations teams. The position will also support new property transitions, due diligence, client engagement, and business development activities. The ideal candidate will have five or more years of affordable housing compliance experience, strong knowledge of LIHTC and HUD programs, and the ability to manage compliance requirements across multiple properties and jurisdictions. Affordable housing certifications such as HCCP, COS, TCS, or SHCM are strongly preferred, along with experience using Yardi and RightSource. Regular travel throughout the portfolio is required.
Oversee affordable housing compliance programs across the DF portfolio, including but not limited to Low-Income Housing Tax Credit (LIHTC), HUD/Section 8, Bond, HOME, Community Development Block Grant, HUD-financed properties, and other federal, state, city, county, and local affordable housing programs. The Compliance Manager provides centralized compliance oversight, maintains applicable affordable housing systems and reporting tools, supports property and regional operations, identifies and escalates compliance risk, and helps ensure each property is operated in accordance with its governing regulatory requirements.
Essential Duties and Responsibilities, but not limited to:
Portfolio Compliance Oversight: Provide centralized oversight of affordable housing compliance across the DF portfolio and promote consistent compliance standards, processes, documentation practices, and accountability in accordance with applicable regulatory and property-specific requirements.
Affordable Systems Administration: Maintain and oversee Yardi Voyager Affordable, RightSource, and RentCafe Affordable, including property and program setup, user access, workflows, certification processes, reporting, system configuration, troubleshooting, and data integrity.
System Support & Issue Resolution: Manage and coordinate affordable housing system support requests, including Freshservice tickets, and serve as the primary Compliance point of contact with Yardi, RightSource, RentCafe/technology teams, IT, third-party vendors, and internal support departments. Prioritize and escalate issues as appropriate and monitor matters through resolution.
New Property Setup & Takeovers: Coordinate affordable housing compliance and system setup for new acquisitions and takeovers, including establishment of programs and projects, AMI/income limits, unit mapping, rent restrictions, utility allowances, certification requirements, reporting obligations, and compliance workflows.
Regulatory Oversight & Interpretation: Monitor, interpret, and communicate applicable federal, state, and local affordable housing regulatory requirements and updates, including HUD, IRS, state housing finance agencies, lenders, investors, and locally administered programs. Review regulatory agreements, LURAs, financing documents, affordability covenants, and other property-specific requirements and ensure applicable income limits, maximum allowable rents, utility allowances, set-asides, and other program requirements are appropriately implemented.
Certification Oversight: Oversee compliance review and portfolio status of move-in, annual recertification, interim recertification, and other required household certifications. Identify incomplete, delinquent, or at-risk certifications and coordinate appropriate follow-up with Property Managers, Regional Property Managers, third-party reviewers, and leadership.
Portfolio Monitoring & Reporting: Develop, review, and utilize Yardi, RightSource, and other applicable compliance reports and monitoring tools to identify compliance issues, upcoming requirements, certification status, affordable receivables, deadlines, and portfolio trends requiring attention or follow-up.
Audits, Inspections & Corrective Action: Coordinate preparation for Management and Occupancy Reviews (MORs), state agency reviews, lender and investor audits, HUD reviews and inspections, and other regulatory monitoring activities. Track findings, deficiencies, required responses, and corrective actions through resolution and promptly escalate material compliance concerns, missed deadlines, or other areas of regulatory risk.
Compliance Calendar & Deadline Management: Develop, maintain, and monitor a portfolio-wide compliance calendar or tracking system for certifications, regulatory reporting, audits and inspections, utility allowance updates, rent and income limit changes, and other recurring property- or program-specific compliance requirements.
Training, Procedures & Operational Support: Develop, maintain, and deliver affordable housing compliance and system training, playbooks, procedures, job aids, standardized workflows, and other resources for Property Managers, Regional Property Managers, new users, and other associates. Serve as a resource to site and regional teams for compliance questions and coordinate with subject matter experts when additional guidance is required.
Third-Party Compliance Services: Coordinate and oversee third-party compliance review services, where applicable, while maintaining appropriate DF oversight, communication, accountability, and follow-up.
Quarterly Compliance Reporting: Prepare and present a quarterly compliance report to the supervisor summarizing overall portfolio compliance status, upcoming and completed audits and inspections, outstanding findings or deficiencies, certification and recertification status, regulatory deadlines, significant risks, training initiatives, and corrective actions requiring follow-up.
Client Support: Participate in client meetings as requested and provide compliance updates, explanations of findings, regulatory requirements, risk assessments, and other affordable housing compliance information as appropriate.
Business Development, Due Diligence & Property Transitions: Support business development, due diligence, and property transition activities through review of affordable housing requirements, regulatory agreements, compliance history, systems, reporting obligations, and operational needs for prospective or newly awarded assignments.
Professional Development & Travel: Maintain current knowledge of affordable housing regulations, regulatory changes, and industry practices through continuing education, conferences, seminars, webinars, and other professional development opportunities. Travel throughout the portfolio as required for property visits, file reviews, audits, inspections, training, client meetings, conferences, special projects, and other business needs.

Education and/or Experience
Five or more years of progressively responsible affordable housing compliance experience is preferred, with demonstrated knowledge of LIHTC and HUD programs and experience supporting multiple affordable housing programs and jurisdictions. Experience with multi-state portfolio oversight, regulatory audits, property operations, and layered affordable housing programs is strongly preferred. A bachelor's degree in business, real estate, finance, public administration, or a related field is preferred but may be substituted with equivalent relevant industry experience.
Certificates, Licenses, Registrations
Affordable housing compliance certification(s), such as HCCP, COS, TCS, SHCM, or an equivalent recognized designation, strongly preferred. Candidates without an existing certification may be required to obtain an approved designation within a reasonable period following hire.
Language Skills
Ability to read, interpret, and communicate complex regulatory agreements, program guidance, audit findings, policies, correspondence, and other technical compliance materials. Ability to prepare clear written reports and present information effectively to employees, clients, leadership, regulators, and other stakeholders.
Mathematical Skills
Ability to perform and review calculations related to income eligibility, rent limits, utility allowances, occupancy, certifications, and other affordable housing compliance requirements, and to analyze numerical data for accuracy and reporting purposes.
Reasoning Ability
Ability to interpret complex requirements, evaluate facts and documentation, identify compliance risk, exercise sound judgment, and develop practical solutions or corrective actions in situations involving multiple regulatory requirements and competing operational considerations.
