Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- Provides technical guidance on issues, proposals, and activities impacting program operations, and
ensures operating units are in alignment with regulatory and administrative provisions and requirements. - Reviews proposals to alter or modify concepts, processes, or functions for compatibility with program
goals and objectives, as well as analyzes and evaluates new requirements, policies, and modifications for
impact on program operations, systems, and resources. - Coordinates site visits to conduct briefings, studies, implement program initiatives, review program
effectiveness, and identify additional system or revision in work processes required. - Provides technical advice and staff assistance to field managers and employees in the operational program
area assigned. Adapts and prepares operating guidelines, instructions, and other material pertaining to
assigned program area for local use.

- Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position.
Qualifications
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement.
GRADE-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
- Utilizing IRMs, tax laws and regulations, Revenue Rulings, Court Cases, etc., relative to the Business Unit operations, reviewing tax issues and enforcement changes that impact assigned programs, revising procedures, recommending changes in basic implementing regulations, and assessing the technical accuracy of cases handled by the call site/campus/TAC.
- Recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; reviewing tax returns, supporting documents, forms, tax computations, penalty abatement procedures (reasonable cause) and interest and penalty computations (including restricted interest) to verify corrections and alterations to tax modules were completed in accordance with the approved guidelines, and the effect of these options on the taxpayer liability.
- Applying principles of management planning, program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports.
- Briefing both operating unit managers and employees both orally and in writing, preparing reports, documenting findings and conclusions and, disseminating procedural and regulatory information.
- Utilizing the Embedded Quality Review System/National Quality Review System, Master Attribute Job Aid (MAJA) Quality Grams for the assigned SPRGs reviewed and Microsoft Excel to create or edit pivot tables, formulas, or macros; perform statistical analysis and Import/export data.
- Analyzing various data to determine if a contact/case was worked accurately by performing trend analysis to identify and address recurring issues with quality and coding consistency and providing feedback to IRM authors based on trends identified.

- TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.

Education
