Manager Capital Contracting and Procurement

Pay: $52.33 - $83.73 / hour. Pay is dependent on applicant's relevant experience

Summary:

Manages contracting, procurement, solicitation, and procurement governance activities to ensure alignment with departmental and organizational objectives. Promotes consistent, transparent, compliant, and efficient acquisition of planning, design, construction, consulting, equipment, and related services while supporting strategic capital program goals, regulatory compliance, vendor relationships, and continuous process improvement.

Responsibilities:

Assists with developing departmental goals, standards, procurement strategies, and objectives that support the capital program and organizational strategic plan. Manages procurement and contracting activities for capital projects and related professional services, including procurement schedules, solicitation documentation, contract records, and vendor communications. 

Manages staff, consultant, and stakeholder relationships related to procurement activities. Coordinates RFQs, RFPs, bid packages, proposal evaluations, contract development, negotiation support, and execution activities while providing guidance to project teams on procurement strategies, bid reviews, and vendor selection processes. 

Monitors compliance with procurement policies, regulatory requirements, departmental contracts, and vendor performance. Develops and maintains procurement standards, templates, workflows, and governance practices in partnership with Legal, Risk Management, Finance, and Supply Chain. 

Supports business analysis, reporting, audits, records management, and vendor onboarding initiatives. Develops procurement tracking tools and leads continuous improvement projects that increase standardization, transparency, operational efficiency, and service excellence. 

Within scope of job, requires critical thinking skills, decisive judgement and the ability to work with minimal supervision. Must be able to work in a fast-paced environment and take appropriate action.

Requirements:

• Bachelor’s degree in business, construction management, supply chain, public administration, or a related field.

• 5 years of procurement, contracting, construction administration, or related experience, including experience supporting capital projects, construction procurement, or complex facilities programs.
