Position Summary
The Services Procurement Specialist is responsible for the strategic sourcing, procurement, and contract administration of services that support projects in both engineering and operational activities. Reporting to the Manager, Services Procurement, this role partners closely with Engineering, Operations, and other teams to develop and execute contracting strategies that align with project objectives, business requirements, and corporate governance standards.
Based in Houston, Texas, the position requires periodic travel to project and operational sites to support procurement activities, stakeholder engagement, contractor coordination, and project execution.
Key Responsibilities
- Ability to proactively lead efforts in identifying gaps and resolving them
- Evaluate standards and procedures and work with Project Management teams to ensure alignment and adherence
- Develop and implement procurement and contracting strategies during the project planning and execution phases.
- Prepare, issue, and administer Request for Proposal (RFP) packages, bid invitations, contract addenda, and award documentation.
- Conduct commercial evaluations of supplier proposals, including bid tabulation analysis, cost comparisons, and risk assessments.
- Maintain complete and auditable procurement documentation to support objective supplier selection and compliance with company policies.
- Ensure work orders, contracts, amendments, and other financial commitments are properly reviewed, approved, and executed in accordance with delegated authorities.
- Identify, pre-qualify, and evaluate contractors based on technical capabilities, relevant experience, safety performance, financial stability, and overall suitability.
- Manage supplier communications throughout the procurement lifecycle, including pre-bid meetings, bid clarifications, negotiations, contract awards, and post-award administration.
- Coordinate procurement activities with project teams to ensure timely execution of sourcing events and adherence to project schedules.
- Monitor contractor compliance with applicable Master Service Agreements (MSAs), Major Service Contracts (MSCs), and company standards.
- Evaluate existing procurement processes, identify opportunities for improvement, and proactively implement solutions to enhance efficiency and effectiveness.
- Collaborate with internal stakeholders to ensure alignment with procurement procedures, contracting strategies, and corporate governance requirements.
Qualifications
- Bachelor’s degree in Supply Chain Management, Industrial Distribution, Business Administration, Construction Management, Engineering, or a related discipline; alternatively, a minimum of five years of progressively responsible experience in procurement, contracting, project services, or a related field within the oil and gas, industrial construction, or heavy industrial sectors.
- Demonstrated experience managing competitive sourcing processes, contractor evaluations, contract negotiations, and supplier relationships.
- Strong analytical, negotiation, communication, and stakeholder management skills.
- Proven ability to manage multiple priorities while delivering accurate and timely results in a fast-paced project environment.
- Proficiency in Microsoft Office applications, particularly Excel and Word.
- Strong attention to detail with the ability to maintain comprehensive and auditable procurement records.
- Willingness and ability to travel to field and project locations as required.
- Valid driver’s license and acceptable driving record.
- Successful completion of background and reference verification requirements.
Preferred Competencies
- Knowledge of project procurement methodologies, contract administration, and commercial risk management.
- Understanding of engineering, construction, maintenance, and operational service contracting within the energy industry.
- Ability to influence cross-functional teams and drive procurement best practices across project stakeholders.
