Position Overview and Responsibilities:
This position serves as a Senior Purchasing Analyst in the Division of State Purchasing. This position requires a natural curiosity to explore innovative solutions, stay up to date on industry trends, and continuously seek improvements in procurement processes. This is an exciting opportunity to obtain hands-on experience in government contracting, create value for state agencies, and serve the State of Florida.
The day-to-day responsibilities for this position include providing in-depth research and analytical support for a variety of procurement projects and drafting comprehensive contract documents and developing and conducting competitive solicitations including Invitations to Bid (ITBs), Requests for Proposals (RFPs), Invitations to Negotiation (ITNs), and Requests for Information (RFIs). This role will ensure that all specified sourcing strategies strictly align with established policies, procedures, formats, and deadlines. This position will develop procurement strategies that are designed to maximize customer satisfaction and minimize costs for government contracts.

• Effective communication and active listening skills to interface with many different stakeholder groups, including public procurement officials, vendors, state agencies, or other governmental entities
• Knowledge to strategically source using the 7-step procurement model
• Highly skilled at conducting financial/analytical analysis
• Critical thinking skills to analyze and apply research to make informed, strategic, and efficient decisions
• Ability to maintain a strong attention to detail when analyzing and preparing complex contract documents
• Ability to multi-task on different projects to meet deadlines
• Ability to be resourceful and curious, and take initiative to learn and apply new procurement strategies
• Ability to interpret and analyze complex contract documents and data related to contract spend
• Good presentation, teambuilding and leadership skills
• Ability to work independently and in a group setting when necessary
• Exhibits excellent writing and customer service skills catered to a variety of audiences
• Knowledge of Florida Statutes and Florida Administrative Code
• Participates in complex negotiations
• Proficient in standard office applications
Minimum Qualifications:
• Bachelor’s Degree and 2 years of experience; or 4 years professional experience in procurement, project management, or related business field.
Preferred Qualifications:
• Florida Certified Contract Manager (FCCM)
• Florida Certified Contract Negotiator (FCCN)
• E-sourcing experience
• Experience using MyFloridaMarketPlace, Ariba, and Tableau
