BCS Allegient has an immediate opening for a Procurement Analyst to join our team supporting the U.S. Department of Energy (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER). The Procurement Analyst will support a DOE contract by providing acquisition and contract administration support, and internal controls reporting. The successful candidate will assist with the management of contracts, purchase requests, invoices, payments, procurement documentation, records management, financial reporting, and tracking activities to ensure compliance with Federal acquisition regulations and organizational policies. This position plays a key role in supporting CESER mission critical activities.
The candidate must be able to work on-site at DOE HQ (1000 Independence Ave SW, Washington, DC 20585).
Salary Range: $60-$85k depending on qualifications.
Key Responsibilities
- Support the administration and tracking of contracts, task orders, purchase requests, modifications, and related procurement actions.
- Maintain procurement and contract files, ensuring documentation is complete, accurate, well organized, and compliant with applicable policies and procedures.
- Review, process, and track invoices, funding actions, payment statuses, and supporting documentation. Coordinate with program, finance, and procurement personnel to resolve issues and support timely payments.
- Monitor contract funding, periods of performance, deliverables, invoicing milestones, and other key contract administration activities.
- Develop and maintain spreadsheets, trackers, dashboards, and reports related to procurement activities, contract actions, expenditures, and performance metrics.
- Support acquisition planning efforts by collecting, organizing, and analyzing contract, funding, and procurement data.
- Assist in preparing procurement packages, market research documentation, acquisition planning materials, memoranda, reports, and other acquisition-related documents.
- Coordinate with contracting officers, contract specialists, CORs, program managers, and contractors to obtain required documentation and facilitate procurement actions.
- Maintain electronic filing systems and records repositories, including SharePoint and other document management platforms.
- Perform quality assurance reviews of procurement and contract documentation to ensure completeness, consistency, and compliance with established requirements.
- Support audits, data calls, records requests, and management reviews by gathering and validating procurement records and supporting documentation.
- Assist with developing standard operating procedures (SOPs), templates, guidance documents, and process improvements to enhance procurement operations and efficiency.
Requirements
- U.S. citizenship
- Bachelor’s degree in accounting, finance, business management or related disciplines
- 2-4 years of experience supporting government programs or administrative or budget operations
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint)
- Experience using SharePoint for document management and collaboration
- Ability to work both independently and as an effective member of a collaborative team
- Exceptional communication skills
- Exceptional attention to detail and organization skills
- Strong prioritization and time management skills
Preferred Qualifications:
- Prior experience supporting Department of Energy or Cybersecurity and Infrastructure Security Agency contracts
- Knowledge of DOEs internal budget and reporting software tools
- Knowledge of COGNOS (or similar) based report development tools
