Safety, Risk & Compliance Manager

JOB DESCRIPTION

Reporting to the Vice President of Human Resources, with a dotted-line reporting relationship to the Director of Operations, the Safety, Risk & Compliance Manager is responsible for managing the company’s safety, regulatory compliance, and risk management programs. This position is responsible for DOT and FMCSA compliance, Worker’s Compensation, OSHA and warehouse safety, fleet and driver safety, regulatory recordkeeping, safety training, audits, incident investigations, and corrective action programs.

The Safety, Risk & Compliance Manager serves as the company’s primary resource for identifying safety and compliance risks, establishing consistent standards, monitoring performance, and partnering with leadership to promote a proactive culture of safety, accountability, and continuous improvement.

DUTIES AND RESPONSIBILITIES

DOT, Transportation & Fleet Compliance

• Lead company-wide compliance with applicable DOT, FMCSA, and state transportation requirements.
• Manage and audit Driver Qualification Files, including MVRs, medical certifications, Clearinghouse requirements, drug and alcohol testing, road tests, training, and required documentation.
• Oversee DOT drug and alcohol testing programs, including pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing.
• Monitor Hours of Service, ELD records, driver violations, roadside inspections, citations, and other transportation safety events.
• Audit vehicle inspections, DVIRs, preventive maintenance, repair records, and out-of-service documentation.
• Monitor USDOT numbers, registrations, operating authority, and applicable state-specific transportation requirements.
• Maintain fleet safety standards for company-owned and leased vehicles and establish consistent inspection, maintenance, and return-to-service procedures.
• Analyze telematics and driver behavior data, including speeding, harsh braking, seat belt use, HOS, GPS, and camera system data.
• Prepare for DOT audits and establish corrective action plans for identified deficiencies.
• Partner with Operations and Transportation leadership to improve driver and fleet safety performance.

OSHA & Facility Safety

• Maintain OSHA compliance programs across company distribution and warehouse facilities.
• Manage OSHA 300, 300A, and 301 recordkeeping and applicable reporting requirements.
• Conduct facility inspections and risk assessments to identify and address workplace hazards.
• Monitor safety involving forklifts, pallet racks, loading docks, material handling equipment, PPE, slips/trips/falls, ergonomics, and other warehouse operations.
• Develop and maintain facility safety procedures, standards, and required documentation.
• Support OSHA inspections and regulatory inquiries and coordinate required corrective actions.
• Track identified hazards and corrective actions through completion and verify effective resolution.

Safety Programs, Training & Performance

• Develop and maintain standardized company-wide safety policies, procedures, SOPs, inspection processes, and accountability standards.
• Establish safety KPIs, dashboards, and location or department scorecards to measure safety and compliance performance.
• Track and analyze OSHA recordables, lost-time incidents, DOT violations, preventable accidents, driver violations, audit results, and corrective actions.
• Identify trends and develop strategies to reduce injuries, accidents, violations, and operational risk.
• Provide regular safety and compliance reporting to senior leadership.
• Develop and coordinate required safety training for drivers, warehouse employees, supervisors, managers, new hires, and transferred employees.
• Maintain training programs covering applicable topics such as forklift operation, PPE, hazard communication, emergency procedures, defensive driving, accident prevention, and other regulatory requirements.
• Conduct or coordinate safety meetings, toolbox talks, and supervisor training focused on prevention and accountability.
• Ensure required safety training is completed and appropriately documented.

Incident Investigation & Corrective Action

• Lead investigations involving vehicle accidents, workplace incidents, property damage, near misses, and other safety events.
• Maintain standardized investigation and documentation procedures.
• Conduct root-cause analyses and recommend corrective and preventive actions.
• Review incident reports for completeness, accuracy, and regulatory reporting requirements.
• Partner with Operations leadership to evaluate the preventability of transportation accidents.
• Track corrective actions through completion and identify recurring issues requiring broader preventive measures.

Auditing & Multi-State Regulatory Compliance

• Conduct scheduled and unannounced safety and compliance audits of distribution centers and transportation operations.
• Audit DOT files, driver records, HOS/ELD records, drug and alcohol compliance, vehicle inspections, maintenance records, OSHA records, training documentation, and facility safety conditions.
• Maintain a compliance calendar for required inspections, certifications, filings, testing, training, and renewals.
• Document audit findings, establish corrective action plans, and follow up with responsible leaders to ensure deficiencies are resolved.
• Monitor changes in applicable federal and state DOT, OSHA, fleet, transportation, and workplace safety requirements.
• Establish consistent corporate standards while accounting for state-specific regulatory requirements.
• Escalate significant compliance or operational risks to appropriate senior leadership.
• Support new facility openings, acquisitions, and expansion into additional states, including safety and compliance due diligence and integration.

Systems, Reporting & Leadership

• Utilize transportation, telematics, fleet, HR, and safety systems to maintain compliance records and monitor performance.
• Analyze safety and compliance data to identify trends, risks, and opportunities for improvement.
• Develop standardized reports and identify opportunities to automate compliance monitoring and reporting.
• Maintain accurate and organized electronic and physical regulatory records.
• Partner closely with Human Resources, Operations, Transportation, Fleet, and executive leadership.
• Establish clear safety expectations and promote accountability among managers, supervisors, drivers, and warehouse employees.
• Provide guidance to leadership regarding regulatory requirements, safety practices, and operational risk.
• Serve as a primary internal resource and escalation point for safety and regulatory compliance matters.
• Promote a proactive safety culture focused on prevention, accountability, and continuous improvement.
