Regional Risk Manager, Canada - Safety & Compliance

The Regional Risk Manager, Canada - Safety & Compliance is a senior individual contributor and the primary field-based Value Protection partner supporting approximately 150 VCA hospitals across Canada. The role strengthens the practical execution of safety, regulatory compliance and operational assurance programs while preserving the traditional Asset Protection and risk-management disciplines that protect associates, clients, pets, assets and the business.

This position requires broad technical expertise across occupational health and safety, regulatory compliance, controlled substances, operational assurance, investigations, physical security, crisis response and loss prevention, combined with the judgment and relationship skills to work effectively in a complex, decentralized veterinary healthcare environment. The Regional Risk Manager partners closely with Canadian Operations and Medical Operations leadership and with P&O, Legal, Compliance, Safety, Insurance and other subject-matter owners to translate requirements into practical hospital processes, identify gaps, guide corrective action and improve sustained execution.

Within the enterprise operating model, the role owns field visibility, coordination, implementation support and follow-through across the Canadian division; leads or supports significant investigations and incidents; and provides structured field intelligence and recommendations to Canadian leadership and the Senior Director. The position does not replace Legal or other technical policy owners, but serves as the connective field leader who helps ensure requirements and enterprise programs are understood, implemented and sustained.

This role requires associates to work remotely near a major airport in Canada and will require travel up to 50% of the time.

Essential Responsibility/Tasks:

• Serve as the primary field-based Value Protection, safety and compliance partner for Canadian Operations and Medical Operations leadership; translate applicable enterprise standards and federal, provincial and local requirements into practical priorities and consistent hospital execution.
• Plan and conduct risk-based hospital assessments and operational assurance reviews involving occupational health and safety, controlled substances, hazardous materials and waste, fire and life safety, emergency preparedness, required documentation, physical security, cash and asset controls, and other priority risks.
• Establish, monitor and validate corrective-action plans arising from assessments, incidents, investigations or regulatory concerns; identify accountable owners, confirm sustainable closure and escalate overdue, recurring or material gaps.
• Lead or support timely, objective and well-documented investigations involving controlled-substance diversion, fraud, theft, misconduct, associate safety, regulatory concerns, asset loss or significant operational breakdowns; coordinate findings, escalation and corrective action with appropriate partners.
• Preserve and advance traditional Asset Protection capabilities across Canada, including theft and fraud prevention, physical security, CCTV and alarm considerations, cash and inventory controls, loss prevention, threat awareness and protection of company assets.
• Build trusted partnerships with Operations, Medical Operations, P&O, Legal, Compliance, Safety, Insurance, Finance and other subject-matter teams to clarify ownership, coordinate decisions, resolve escalated matters and deliver integrated field solutions without duplicating technical or legal accountability.
• Develop and deliver practical tools, communications, training and leader guidance that improve understanding, adoption and sustained execution of safety, compliance, operational assurance and Value Protection programs without creating unnecessary work for hospitals.
• Lead or coordinate response to significant safety events, threats, emergencies, disasters, government-agency matters and business disruptions, including field support, documentation, recovery coordination and after-action improvement.
• Review incident information, assessment results, case activity and other available data to identify emerging risks, recurring gaps and hospitals requiring additional support; communicate material trends, priorities and recommendations to Canadian and Value Protection leadership.
• Support hospital and field leaders during regulatory inspections, inquiries and required follow-up; ensure timely internal notification and coordinate with Legal, Compliance, Safety, Medical Operations or other subject-matter owners as appropriate.
• Identify gaps in policy, process, systems, reporting and field capability; recommend practical improvements and support pilots or enterprise initiatives that strengthen compliance, safety, risk reduction and operational resilience across Canada.

EDUCATION/EXPERIENCE:

• Bachelor's degree in Business, Risk Management, Finance, Criminal Justice, Safety, Healthcare Administration or a related field, or an equivalent combination of education and experience. Master's degree in Business Administration, Risk Management, Finance, Organizational Leadership or a related discipline.
• Minimum 8 years of progressively responsible experience spanning multi-site risk management, occupational health and safety, regulatory compliance, investigations, Asset Protection, operational assurance or a related field. Demonstrated experience influencing operational leaders and independently managing complex matters across a broad geography is required. Ten or more years of relevant experience preferred, including work in veterinary, healthcare, pharmacy, retail or another complex, regulated multi-site service environment. Canadian multi-province experience and demonstrated delivery of measurable safety, compliance, loss-prevention or risk-reduction outcomes strongly preferred.
• Professional certification or equivalent depth of technical expertise in one or more relevant disciplines. CRSP, CHSC, CFE, CPP, ARM, CRM, CSP, WZ, Lean/Six Sigma, change-management or another relevant professional certification.
• Advanced proficiency with Microsoft Office, case-management and reporting systems; ability to interpret assessment, incident, operational and exception data and produce clear written reports. Experience with Power BI or similar analytics platforms, workflow tools, learning systems and Technology-enabled safety, compliance or risk solutions.
• English proficiency sufficient for executive consultation, complex investigations, training, facilitation and written reporting. Professional proficiency in French is strongly preferred, particularly for effective support of hospitals and leaders in Quebec.
• Experience supporting regulatory inspections, controlled-substance programs, occupational health and safety systems, emergency response and enterprise program implementation in a decentralized environment.

• Valid driver's license; ability to travel approximately 40–50% across Canada; ability to work independently across multiple provinces and time zones and provide timely support during urgent, sensitive or high-impact matters. Occasional evening, weekend or on-call availability is required.

PREFERRED SKILLS AND QUALIFICATIONS:

• Broad, practical expertise across Canadian occupational health and safety, regulatory compliance, controlled substances, operational assurance, investigations, Asset Protection, physical security, crisis response and business continuity in a multi-site environment.
• Working knowledge of the Canadian federal, provincial and local regulatory landscape, with the ability to recognize jurisdictional differences, engage appropriate subject-matter experts and translate requirements into practical field execution.
• Demonstrated ability to lead objective, sensitive investigations involving diversion, fraud, theft, misconduct, safety events, regulatory concerns or operational breakdowns, with sound documentation, discretion and follow-through.
• Proven credibility advising operational and medical leaders, constructively challenging decisions and influencing action without direct authority.
• Strong assessment, root-cause analysis and corrective-action capability, including prioritizing competing risks, validating sustainable closure and recognizing systemic or recurring gaps.
• Practical understanding of traditional Asset Protection disciplines, including theft and fraud prevention, physical security, cash and inventory controls, CCTV and alarm considerations, incident management and loss reduction.
• Strong communication, facilitation and training skills, with the ability to convert complex technical requirements into clear, usable guidance for hospital and field leaders.
• Demonstrated program implementation and change leadership across multiple markets, with disciplined planning, governance, relationship management and measurable outcome orientation.
• Ability to balance medical excellence, associate and client experience, operational realities, regulatory obligations and financial stewardship when recommending solutions.

Additional Information: Compensation is negotiable based on education, experience, and other relevant credentials. The base salary range for this full-time position is 117,811 - 176,716. Our salary ranges are determined by role, level, and location.
