About the Role

The LNG Canada Phase 2 Project HSSE Risk Manager is a senior leadership role within the LNG Canada HSSE organization, responsible for leading the delivery, governance, and continual improvement of all technical and non-technical HSS&ER programs across the Phase 2 Project.

Reporting as a key member of the HSSE Leadership Team, this position provides strategic direction and expert leadership in the management of complex HSS&ER risks, ensuring effective implementation of LNG Canada's HSSE Management System and Project requirements. The role influences decision-making at all levels of the organization and serves as a critical interface between Project Leadership, Engineering, Construction, Operations Readiness, Asset teams, Joint Venture partners, and Shell Technical Safety and Process Safety networks.

This position leads a specialized team of five direct reports, including Technical Safety Engineers working with multi- disciplinary project teams, an Emergency Response/Crisis and Security Advisor based in Kitimat, CSR Advisor, and a Marine Safety Lead & Advisor. The HSSE Risk Manager is responsible for developing team capability, fostering technical excellence, and creating a culture of chronic unease, continuous improvement, and proactive risk management.

Through visible leadership and strong stakeholder engagement, the role champions Technical Safety, CSU, Emergency Response, Security, and HSS&ER risk management excellence to support the safe and successful delivery of the LNG Canada Phase 2 Project.

You will use your expertise to:

HSSE Risk Management & Technical Safety Leadership

• Identify and Manage HSS&ER risks across the project from detailed engineering to construction execution to CSU and operations.
• Provide HEMP and ALARP leadership on complex HSS&ER risks and issues, ensuring appropriate ALARP/risk decisions are made even when significant uncertainties exist. Balance and account for uncertainty in the overall resolution of complex issues.
• Provide interpretation of Shell HSSE&SP Performance Framework requirements in the areas of Technical Safety, Security, Health Management, Emergency Management, and Third-Party HSS&ER.
• Provide/Manage SME and JV Partner Affiliate support in areas such as Quantitative Risk Assessment, Fire Safety and Layout, Safeguarding, Risk Management, and the application of technical authority processes and deliverables within LNG Canada.

HSSE Governance, Standards & Assurance

• Drive the standardization and simplification of Technical Safety and non-technical HSS&ER programs and processes across the Phase 2 Project while interfacing with the Asset team.
• Accountable for the delivery and implementation of Project Standard 01 and the LNG Canada HSSE Management System, including technical and non-technical HSS&ER deliverables and activities.
• Support management of Technical Authorities, including the Technical Safety Engineering DCAF (Discipline Control Authority Framework) and DAM (Decision Authority Matrix).
• Keep aligned and work closely with the Shell PTP HSSE member of the Group Process Safety Discipline Team.

Emergency Response, Security & Third-Party Risk Management

• Stimulate continual HS&ER improvements through a team of experts in LNG Canada and industry practices in Technical Safety, Emergency Response, Security, and Third-Party HSS&ER management.
• Provide leadership and guidance on Emergency Management, Security, and Third-Party HSS&ER requirements and risk management practices.
• Ensure effective integration of Emergency Response and Security considerations throughout project execution and operational readiness.

Stakeholder Engagement & External Collaboration

• Act as the Phase 2 Project representative on the Shell TSE Discipline Leadership Team and participate in Shell regional TSE programs related to standards, competencies, training, and discipline development.
• Liaise with JV partner equivalents in the areas of HSS&ER, including participation in the Shell TSE discipline representing LNG Canada Phase 2 Projects.
• Engage within the wider TSE community, particularly with the TSE Global Discipline Head, and contribute to the TSE discipline improvement plan as applicable.
• Interface effectively with Asset teams, JV partners, affiliates, and technical authorities to ensure alignment and successful delivery of HSS&ER objectives.

Continuous Improvement & Knowledge Sharing

• Drive the sharing of best practices, standards, LFIs, regulatory updates, and industry changes/initiatives across the Phase 2 HSSE and Engineering communities, establishing programs that drive consistency and quality.
• Promote effective communication of Technical Safety best practices across Project HSSE teams.
• Contribute to the Phase 2 Chronic Unease culture improvement.
• Foster a culture of continuous learning, risk awareness, and HS&ER excellence across the project.

Leadership, Coaching & Capability Development

• Strengthen the competence of the Phase 2 Project team and Leadership Team through coaching, mentorship, and technical guidance.
• Build organizational capability in Technical Safety, Emergency Response, Security, Risk Management, and broader HSS&ER disciplines.
• Influence and support leaders and teams in the effective application of HSS&ER programs, standards, and risk management practices.

To be successful, you will have:

• University level degree in engineering or relevant corporate / field (Operation / Projects.
• 15-20 years’ experience in Technical Safety/HSSE particularly in Canadian onshore major Projects, EPCC Execution and Operations
• Technical competence in Technical Safety standards, deliverables and processes
• Demonstrated experience identifying and addressing novel problems, including leveraging other's expertise
• Proven mentor and coach for others in the areas Of Technical Safety and HSS&ER
• Skill level competencies for Technical Safety process and tools including HSSE Cases, Bow-Ties, HAZID, Fire & Explosion modeling, dispersion modeling, QRA, HAZOP, Layout Reviews and Optimization, and Safety Systems etc.
• Possesses excellent judgment and understanding to determine when risk have been reduced to ALARP
• Strong verbal and written communication skills
• Experience engaging with and working through others to develop and implementing systems that provide asset integrity
• Global mindset and perspective. Ability to develop relationships across multiple cultural and organizational boundaries
• Knowledge of HSS&ER industry codes and their application and interpretation in projects.
• Knowledge of regulatory CSA Z276 LNG Standard and other Canadian Standard on Process Safety, ER and Security.
• Knowledge of LNG Canada and Shell HSSE Performance Framework, standards, policies, procedures and processes
• Passion for HSSE excellence driving to top quartile performance and demonstrated Behavioral Imperatives.
• Demonstrated ability to act in a Lump Sum contracting environment including Holding Contractor accountable for contract requirements; Effectively cooperating to meet project safety, quality, schedule and cost targets; and, preventing claims for delay due to interference with contractor’s work and/or not meeting Contractor response cycle times.

This role requires that you:  

• Be legally entitled to work in Canada (i.e., by way of Canadian citizenship, permanent residency, or valid work permit)  
• Based in Calgary with regular travel to Kitimat, and planned travel to Yokohama, Fabrication Yards to support the project and wider team members. Typical working hours would be normal, Monday – Friday.
• Calgary is a hybrid work environment as per team norms
• Are willing to comply with LNGC’s drug-free and harassment-free work environment and comply with all safety policies and procedures.
• Undergo a pre-placement medical assessment of your fitness for duty, and Pre-Site Access testing for alcohol and specified drugs.
• This role is expected to end approximately 5 Year, subject to a positive FID by end of 2026.
• This is a full-time role with benefits; this is not a contractor role.
