ABOUT THE ROLE
This role plays a critical operational role in the execution of large greenfield/brownfield cement plant projects. This is a permanent position anchored by an initial 2.5 to 3 year assignment at the current project site. Upon successful completion of this project, the Buyer will transition to support the company’s broader capital portfolio, requiring flexibility to relocate to another project at a different cement facility, likely in a different state.
Located directly at the site, this role manages day-to-day procurement operations, local supplier coordination, requisition-to-PO workflows, and hands-on support for key Construction Requests for Proposals (RFPs) and package management.
WHAT YOU'LL ACCOMPLISH
- Demonstrates a commitment to communicating, improving and adhering to safety policies in all work environments and area
- Collaborate with the Large Projects CAPEX Category Manager and Engineering teams to prepare, issue, and manage RFPs for heavy civil, structural, mechanical and electrical construction packages.
- Coordinate technical and commercial clarifications between prospective contractors and internal engineering teams during the tender process.
- Tabulate, analyze, and normalize contractor bids to support commercial evaluations and contract negotiations.
- Manage the end-to-end procure-to-pay process for site-specific requirements, including minor equipment, site services, consumables, and urgent field purchases.
- Process purchase requisitions, issue Purchase Orders (POs), and track order acknowledgments within SAP system.
- Enforce site procurement compliance with corporate governance, budget limits and project timelines.
- Track material and equipment delivery schedules directly with suppliers, freight forwarders, and site warehouse teams to prevent construction delays.
- Perform site-level vendor management, resolving billing discrepancies, over, short, and damaged issues, and localized supplier performance concerns.

RESPONSIBILITIES & TASKS
- Direct manager – sets procurement strategy, approves high-value contract awards, delegates RFP packages, and conducts performance reviews.
- Site Project Director – provides operational direction at the site level, prioritizes material delivery schedules, and aligns procurement timelines with the master project schedule.
- Legal – provides standard contract templates, compliance guidelines, and legal review for complex risk-allocation terms.
- Discipline engineers (civil, mechanical, electrical) – review contractor technical proposals, assist with bid tabulations, approve material submittals, and define Technical Specifications for RFPs.
- Site construction manager – raise requisitions for field materials, report contractor performance on-site, and communicate urgent equipment/service needs.
- Site warehouse supervisor – coordinates receiving, inspection of goods, over/short/damaged reporting, and inventory handoff.
- Project controller – match purchase orders and commit funds against project cost codes, track budget variances, and forecast cash flow for pending procurement packages
- Accounts payable – resolves three-way matching issues (PO vs. goods receipt report vs. supplier invoice) to ensure timely vendor payments.
- Trade contractors (civil, mechanical, electrical, steel erection) – handle pre-bid site walks, RFP clarifications, change order commercial reviews, and localized site services.
- Logistics – oversee heavy-haul transport, customs clearance for imported plant machinery, and final site delivery scheduling
- Other responsibilities as assigned
WHAT WE’RE LOOKING FOR
Education: Bachelor's degree
Additional Education Preferred: Master's degree
Field of Study Preferred: Purchasing, Supply Chain, Business, Economics or Engineering
Required Work Experience:
4-6+ years of procurement experience, preferably on major capital projects ($50M+) in heavy industry (cement, mining, oil & gas, or power)
Required Training/Certifications:
Required Technical Skills: Proficient/Advance in SAP, MS Office Specifically Excel and PPT, Google Mail & Drive; familiarity with FIDIC or standard construction contract structures is a plus.
Travel Requirements:
10% - 20% of the time

- Knowledge of internal controls providing reasonable assurance of effective and efficient operations, including actions to prevent and detect fraud and protect Company resources.
- Successful candidates must adhere to all safety protocols and proper use of Amrize approved Personal Protection Equipment ("PPE"), including but not limited to respirators. Subject to applicable law, employees that are required to wear respirators must be clean shaven where the respirator seal meets the face in order to pass the qualitative and quantitative fit tests.
