Summary
About the Position: The Huntsville Center Contracting Directorate is seeking a GS-1102-13 Procurement Analyst to serve within the Operations Branch. The incumbent serves as a senior analyst and subject matter expert responsible for procurement systems, data integrity, operational processes, and systems-related policy supporting Huntsville Center's contracting mission.
Position location-negotiable at approved worksites.
Duties
- Serves as a senior analyst and recognized subject matter expert responsible for developing systems-related policies and procedures.
- Diagnoses and resolves system errors, data conflicts, and integration issues, and coordinates with system owners and administrators to implement solutions.
- Serves as the Huntsville Center CPARS Agency Point of Contact, providing program administration, oversight, technical guidance, and support for contractor performance evaluations.
- Monitors enterprise contracting systems to ensure data accuracy, integrity, and compliance with regulatory and reporting requirements.
- Provides analytical oversight and support for contract lifecycle management processes, including monitoring contract closeout status.
- Develops, updates, and standardizes SOPs and guidance to improve system use and data quality.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) Travel of up to 20% of the time may be required.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

One year of specialized experience which includes: 1) supporting or administering procurement or acquisition systems and associated business processes; 2) researching and applying acquisition policies and procedures to resolve contracting or system-related issues; 3) analyzing acquisition or contracting data and preparing reports or recommendations; and 4) providing guidance, training, or technical assistance to contracting personnel on acquisition systems, programs, or processes.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
