The Payroll and Benefits Manager is responsible for the end-to-end administration of the Bank's payroll and benefits operations, serving as the subject matter expert on the ADP Workforce Now platform. This role manages multi-state tax administration, 401(k) and health & welfare benefits administration, COBRA and open enrollment processes, equity compensation programs, and a range of compliance reporting obligations. The Payroll Manager ensures accurate, timely, and compliant processing of payroll and benefits for all employee populations, including W-2 and 1099 workers.
This position operates in a standard office environment on a hybrid schedule. Additional hours may be required during payroll processing deadlines, year-end reporting, open enrollment, and audit periods.
Essential Duties and Responsibilities:
Payroll
- Serve as the subject matter expert for ADP Workforce Now.
- Manage end-to-end payroll processing for W-2 and 1099 employees.
- Administer multi-state payroll tax compliance, including:
- Manual weighted overtime calculations.
- Year-end balancing, reconciliation, and reporting.
- Review and creation of Form 1095-C for COBRA participants.
- Management of State Unemployment Insurance (SUI) rate exchanges.
Benefits
- Administer the 401(k) program, including:
- Processing loans and deferral changes.
- Performing 401(k) processes via the vendor site.
- Supporting 401(k) audits.
- Manage monthly Health & Welfare benefit billing, including reconciliation, self-billing preparation, and submission to both Accounts Payable and the vendor.
- Administer COBRA end-to-end in coordination with the vendor (WageWorks) and provider (CIGNA).
- Manage end-to-end Open Enrollment within ADP.
- Administer the Employee Stock Purchase Plan (ESPP).
- Administer equity compensation programs.
- Coordinate Non-Discrimination Testing (NDT).
- Prepare Form 5500 filings for employee benefit plans.
Compliance
- Coordinate annual Workers' Compensation audits.
- Support Affirmative Action Plan (AAP) reporting.
- Complete VETS-4212 reporting.
- Complete California Pay Data reporting.
- Prepare and submit the EEO-1 report.
- Manage the payroll and benefits shared email inboxes.
Qualifications:
- Minimum of five (5) years of payroll administration experience required.
- Certified Payroll Professional (CPP) designation preferred.
- Advanced Microsoft Excel skills required.
- ADP payroll platform experience required.
