Position Salary Range: $8,528 - $12,792 per month 

The anticipated hiring range for this position is $8,500 - $10,000 per month.

Salary is commensurate with experience.

About the Department/Position:

The Division of Information Technology supports the university’s academic, administrative, and operational priorities through reliable technology services, strategic planning, and collaborative campus partnerships. The division values accountability, innovation, service, collaboration, and responsible stewardship of university resources.

Under the general direction of the Vice President for Information Technology/Chief Information Officer (VPIT/CIO), the Senior Manager, IT Business Operations provides division-level leadership for financial management, human resources administration, procurement and contracts, executive-office operations, organizational strategy, and external and auxiliary partnerships. The position manages professional and administrative staff, establishes operating priorities and procedures, and advises the VPIT/CIO and IT leadership team on significant fiscal, personnel, and organizational matters.

The position also manages the VPIT Office’s executive workflow, ensuring effective coordination of executive priorities, meetings, communications, briefing materials, travel, decisions, and follow-up activities. The incumbent regularly handles confidential and sensitive personnel, financial, contractual, and organizational information.

Overview of Duties and Responsibilities:

• Direct the IT division’s administrative and human resources operations, including workforce planning, recruitment administration, personnel management, organizational development, records management, and administrative service delivery. Manage professional and administrative staff by establishing expectations, assigning priorities, evaluating performance, and identifying development needs.
• Manage the administrative operations and executive workflow of the VPIT Office. Coordinate the VPIT/CIO’s calendar, meeting priorities, executive communications, briefing materials, presentations, complex travel, and other confidential matters. Track leadership decisions, commitments, and action items through completion.
• Direct the development, administration, monitoring, and forecasting of the IT division’s operating and capital budgets. Establish budget procedures, internal controls, expenditure standards, reconciliation requirements, financial reporting schedules, and accountability measures.
• Oversee procurement, contracts, accounts payable coordination, and vendor management. Authorize expenditures within delegated authority, resolve significant fiscal and contractual matters, evaluate vendor performance, and ensure compliance with CSU and university requirements.
• Lead implementation and assessment of the IT Strategic Plan or Digital Master Plan. Develop and implement division operating policies and procedures, establish performance measures, identify process and control deficiencies, prioritize administrative projects, and implement corrective actions within delegated authority.
• Represent the IT division in partnerships with Associated Students, Inc., the Loker Student Union, the Foundation, the University Budget Committee, and other campus or auxiliary organizations. Present IT priorities, negotiate operational and fiscal arrangements, coordinate joint initiatives, and lead executive briefings on matters with significant financial or operational impact.

Minimum Qualifications:

• Bachelor’s degree from an accredited four-year college or university in business administration, public administration, finance, human resources, information systems, or a related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
• Five to seven years of progressively responsible experience in administrative, financial, or operational management.
• At least two to three years of experience managing professional employees, supervisors, or multiple administrative functions.
• Experience developing and monitoring budgets, administering internal controls, and analyzing complex financial and operational information.
• Experience exercising independent judgment in handling confidential and sensitive personnel, financial, contractual, or organizational matters.

Knowledge, Skills, and Abilities:

• Comprehensive knowledge of organizational management, strategic planning, workforce planning, budget development, financial forecasting, internal controls, procurement, contract administration, and vendor management.
• Ability to manage multiple professional and administrative functions; establish priorities, procedures, service standards, and performance measures; supervise employees; and hold assigned functions accountable for results.
• Ability to analyze complex financial, staffing, contractual, and operational matters, identify risks and alternatives, and make sound recommendations to executive leadership.
• Ability to manage competing executive priorities, coordinate complex schedules and meetings, prepare executive-level communications and briefing materials, and monitor commitments through completion.
• Ability to communicate effectively and build collaborative working relationships with executive leadership, managers, employees, auxiliary organizations, vendors, consultants, and other external representatives.

Preferred Qualifications:

• Experience working in a higher education, public-sector, or similarly complex organizational environment.
• Experience managing the operations and workflow of an executive office.
• Experience managing complex operating and capital budgets, procurement activities, contracts, and auxiliary or external partnerships.
• Experience developing or implementing strategic plans, operating policies, internal controls, and organizational performance measures.
• Experience using PeopleSoft or comparable enterprise systems and Microsoft Office applications for human resources, financial management, procurement, reporting, and workflow administration.
