POSITION TITLE: GRANTS AND PROCUREMENT MANAGER
FINANCE DEPARTMENT
NON-UNION – GRADE 12
FULL-TIME (35 HOURS PER WEEK)
PAY RANGE: $70,824.00 TO $95,193.80 PER YEAR
Position
Overview:
The Grants and Procurement Manager is responsible for overseeing the Town’s grant development, administration, and compliance efforts, as well as managing centralized procurement activities in accordance with Massachusetts General Laws and local policies.
Essential Duties and Responsibilities:
Procurement Management:
- Oversee Town procurement process in compliance with applicable Massachusetts General Laws, Town policies, and established procedures
- Develop and issue Invitations for Bids (IFBs), Request for Proposals (RFPs), and Requests for Quotes (RFQs).
- Coordinate bid openings, evaluations, and contract awards.
- Ensure all procurement documentation is complete, accurate, and compliant.
- Provide guidance and training to departments on procurement procedures.
- Maintain procurement records and ensure audit readiness.
Grant Management:
- Identify, research, and track grant opportunities aligned with Town priorities.
- Coordinate with departments to develop competitive grant applications.
- Prepare, write and submit grant proposals, applications, supporting materials, and required documentation.
- Monitor awarded grants for compliance with Federal, state, and local requirements.
- Track grant budgets, expenditures, and reporting deadlines.
- Prepare and submit required grant financial reports in coordination with appropriate Town staff.
- Serve as a liaison between granting agencies and Town departments.
- Maintain records of all grant activity.
Policy Compliance and Administration:
- Develop and update grant-related and procurement-related policies and procedures.
- Ensure compliance with applicable laws, regulations and Town policies.
- Assist with audits related to grant and procurement activities.
- Support long-term capital planning through grant funding strategies.
Education & Experience:
- Bachelor’s degree in Public Administration, Business Administration, Finance, or a related field.
- Three (3) to five (5) years of experience in grant writing, grant administration, procurement, or public sector finance.
- MCCPO Certified (or required within one year of hire)
Knowledge, Skills, and Abilities:
- Thorough knowledge of grant funding sources, application processes, administration, and compliance requirements.
- Working knowledge of Massachusetts public procurement laws, including applicable requirements for supplies, services, public works, and construction procurement.
- Excellent writing, research, and analytical skills.
- Strong organizational skills with attention to detail and deadlines.
- Ability to manage multiple projects simultaneously.
- Strong interpersonal skills and ability to collaborate across departments.
- Proficiency in Microsoft Office required, MUNIS experience preferred
