| Job Summary: |
The Arizona Department of Administration (ADOA), State Procurement Office (SPO) is seeking a dedicated EPS Procurement Manager to strengthen our limited delegation and small agency support program. This pivotal role is instrumental in uplifting SPO’s mission by providing comprehensive oversight, strategic planning, and hands-on guidance for the limited delegation and small agencies within the State.
As a Subject Matter Expert, you will spearhead single agency solicitations, serve as a primary point of contact, and in certain instances, act as the Procurement Officer for smaller agencies. Your responsibilities include providing essential training and mentorship to limited delegation agencies' personnel, meticulously monitoring processes to ensure compliance, and leading the full lifecycle of solicitations—from development and management to contract administration. | Job Duties: |
- Agency Support & Customer Relations: Serve as the primary SPO liaison and Subject Matter Expert for limited delegation and small agencies, providing dedicated coaching, strategic planning guidance, compliance assistance, and exceptional customer service.
- Training & Mentorship: Design and deliver essential procurement training programs to agency personnel to build internal capacity and ensure adherence to state procurement standards.
- Solicitation Leadership: Lead the full lifecycle of single-agency and limited-delegation solicitations, including crafting solicitation documents, managing the evaluation process, and driving competitive offerings.
- Contract Administration: Oversee contract administration for supported agencies, managing contract performance, compliance, renewals, amendments, and vendor relations.
- Program Oversight: Step in as the acting Procurement Officer when required for designated small agencies, actively monitoring processes to maintain operational integrity and mitigate risks.
| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Comprehensive understanding of state and federal government procurement statutes, rules, and regulations.
- Expertise in contract administration and the application of best practices for determining optimal sourcing strategies and methods.
- Proficiency in Lean tools and methodologies to drive process improvements and operational efficiency.
- Advanced negotiation techniques and effective relationship management skills to optimize vendor partnerships.
- Knowledge of supply chain, logistics, and resource management within a government context.
- Strong research capabilities and analytical skills related to market pricing trends and local/national sources of supply.
- Fundamental understanding of general accounting practices specifically related to contracts and vendor management.
Skills in:
- Developing and implementing sourcing strategies aligned with business goals and objectives.
- Interpreting and applying complex laws, regulations, policies, and procedures.
- Conducting comprehensive data analysis to establish accountable and effective contracts.
- Drafting clear, concise, and measurable performance requirements and deliverables.
- Cultivating and managing robust relationships with customers and suppliers.
- Negotiating favorable contractual terms and conditions.
- Designing monitoring and reporting tools to ensure strict adherence to contract terms.
- Communicating effectively with suppliers, internal stakeholders, and diverse customer groups.
- Analyzing business challenges to recommend strategic solutions and industry best practices.
Ability to:
- Adhere to established procurement processes to ensure organizational compliance.
- Support the development of comprehensive scopes of work, including the definition of project timelines, milestones, and rigorous acceptance criteria.
- Integrate relevant regulatory, safety, and compliance standards seamlessly into technical documentation.
- Establish and track Key Performance Indicators (KPIs) to drive vendor performance and overall contract success.
- Thrive and remain adaptable within dynamic team environments characterized by shifting goals and priorities.
| Selective Preference(s): |
- Bachelor's of Master's degree in supply chain management, business, or other closely related field Public procurement experience preferred.
- Certified Professional Public Buyer or equivalent.
