Job Description
This is an engineering-led CAPEX sourcing role. We are not looking for a generic procurement professional whose CAPEX experience is primarily commercial negotiation. We are looking for an experienced engineer who can combine deep technical understanding with a procurement mindset and operate with full autonomy.
Reporting to the Global Director, Indirect Procurement, the Global Strategic Sourcing Manager CAPEX will lead the sourcing and commercial strategy for major global investment projects and strategically support regional CAPEX projects. The role will manage a portfolio of projects representing approximately €150M in investment value and will be a key partner to Engineering, Manufacturing, R&D, Project Management and regional Procurement teams.
The role is expected to challenge technical and commercial assumptions, influence specifications early in the project lifecycle, structure robust contracting models and ensure that suppliers are selected not only on price, but on technical performance, project execution capability, lifecycle cost, risk and long-term value.
Core CAPEX Scope
- Construction & building works: civil works, factory expansions, infrastructure, utilities, site works and related contractor packages.
- Engineering, design & project management: engineering services, design partners, EPC/EPCM-type scopes, technical consultants and project management services.
- Process equipment: manufacturing and process machinery, production lines, utilities and associated technical systems.
- Packaging equipment: primary and secondary packaging machinery, end-of-line equipment, automation and integrated packaging systems.
Key Responsibilities
- Lead sourcing strategy and commercial execution for complex, high-value global CAPEX projects from early concept and specification through supplier selection, contracting, execution and project close-out.
- Strategically support regional CAPEX projects by providing category strategy, technical-commercial challenge, supplier intelligence, contracting standards, negotiation support and governance - while enabling regional teams to execute effectively.
- Partner with Engineering, Design and Project Management teams early in the project lifecycle to shape sourcing strategy, challenge specifications and identify value-engineering opportunities before requirements are locked.
- Translate technical project requirements into robust commercial packages, ensuring clear scope definition, deliverables, interfaces, responsibilities, milestones and acceptance criteria.
- Assess suppliers on technical capability, engineering quality, project execution track record, capacity, service model, total cost of ownership and risk - not simply purchase price.
- Lead complex negotiations and contracting covering performance guarantees, FAT/SAT, commissioning, warranties, liquidated damages, milestone payments, retention, change-order mechanisms, intellectual property, spare parts, lifecycle cost and supplier liabilities.
- Challenge engineering solutions constructively and independently, bringing credible technical alternatives and supplier-market knowledge to investment decisions.
- Build and maintain a global supplier strategy for key CAPEX subcategories, including preferred supplier panels, framework agreements, competitive benchmarks and supplier development plans.
- Drive standardization, specification optimization and cross-project leverage across regions and manufacturing sites.
- Provide strong commercial and technical governance throughout project execution, including management of scope changes, claims, supplier performance and contractual risk.
- Ensure compliance with JDE procurement policies, investment governance and contracting requirements while maintaining a pragmatic, business-oriented approach.

For this role as a Global CAPEX Procurement Manager, we’re looking for someone who has the following skills and experience:
- Engineering expertise is a must. The successful candidate should be credible with engineers and project leaders and comfortable making independent technical-commercial judgments.
- University degree in Mechanical, Industrial, Electrical, Chemical, Civil, Process, Manufacturing or a closely related Engineering discipline. An engineering degree or equivalent deep engineering background is essential.
- Strong hands-on experience with industrial CAPEX projects, ideally across construction/building works, engineering services, process equipment and/or packaging equipment.
- Demonstrated understanding of how industrial equipment and capital projects are designed, specified, sourced, installed, commissioned and accepted.
- Strong procurement and commercial mindset, with the ability to convert engineering requirements into sourcing strategies, competitive processes and robust contracts.
- Experience managing complex, high-value CAPEX sourcing projects with multiple technical stakeholders, suppliers and project interfaces.
- Confidence to challenge technical specifications, project assumptions and supplier proposals at senior Engineering and Project Management level.
- Strong knowledge of CAPEX contracting principles, including technical guarantees, acceptance testing, commissioning, warranties, LDs, retention, milestone payments, change orders and lifecycle cost.
- Ability to operate with full autonomy in a global environment, prioritize a large project portfolio and make sound decisions with limited supervision.
- Strong stakeholder management and influencing skills across global, regional and site-based teams.
- Fluent English; additional languages and international project experience are an advantage.

- Global projects are led end-to-end with clear ownership, pace and accountability.
- Regional projects benefit from strong global strategy, benchmarks, supplier leverage and technical-commercial standards.
- Investment decisions reflect total value: technical performance, execution risk, lifecycle cost, contractual protection and price.
- Engineering and Project Management teams see this role as a credible technical partner who also brings strong commercial discipline.
