Colonial Pipeline is the largest refined products pipeline in the United States, transporting more than 100 million gallons or 2.5 million barrels per day. Colonial transports various grades of gasoline, diesel fuel, home heating oil, jet fuel, and fuels for the U.S. military through a pipeline system. Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans.
About the Fuels Compliance Analyst Position
The Fuels Compliance Analyst gathers, validates, analyzes, and reports fuel blending and compliance data under 40 CFR Parts 1090, 79, and 80. This role supports Statistical Quality Control (SQC) systems by managing data integration, instrument setup, and performance monitoring to help ensure data integrity and regulatory compliance. You will also develop analytical tools and identify opportunities to automate processes, improve efficiency, and strengthen the accuracy of compliance reporting.
What You Get to Do
• Prepare monthly EPA Part 1090 reports, perform reconciliations, monitor compliance metrics, and resolve data gaps.
• Design, develop, and maintain data flows between Sample Manager, compliance tracking systems, and other enterprise applications.
• Build and enhance Power BI dashboards and automated reporting solutions.
• Ensure data integrity, troubleshoot data issues, and optimize data movement across systems to support regulatory compliance and business reporting.
• Gather and validate weekly blending data, track key performance indicators, identify issues, and coordinate gap resolution with Quality Assurance and Operations.
• Support annual EPA Parts 1090, 79, and 80 reporting, attestations, and regulatory submissions.
• Track compliance obligations, coordinate with stakeholders, and support the compliance management system.
• Provide documentation and support for compliance audits and consultants.
• Support emergency response efforts when needed, including training, short-term travel up to 25%, and backfill duties.
What You Bring to the Table
• Bachelor's degree in Engineering, Environmental Science, Data Analytics, Business, or a related field, or equivalent experience.
• Three or more years of experience in data analysis, compliance, or fuels operations.
• Advanced Power BI development, dashboard design, and reporting automation experience.
• Experience designing and managing data integrations across multiple business systems.
• Strong knowledge of data governance, validation, reconciliation, and data quality controls.
• Ability to independently analyze compliance data, identify issues, and provide recommendations to stakeholders.
• Ability to work in a hybrid office and field environment, including occasional travel to operational facilities, laboratories, and stakeholder locations.
• Ability to occasionally lift and carry materials, laptops, testing equipment, and documents weighing up to 10 pounds.
Skills That Set You Apart
• Advanced degree in a related field.
• Experience with EPA fuel regulations, including 40 CFR Parts 1090 and 80.
• Experience with Quality Management Systems (QMS), Statistical Quality Control (SQC), or related data systems.
• Microsoft Power BI Data Analyst certification (PL-300), Certified Analytics Professional (CAP), Lean Six Sigma, Project Management, QMS, or another relevant data analytics, compliance, or regulatory certification.
