Role Overview

The Risk Manager will act as the primary Europe based decision-maker for marketplace risk and payments, owning the implementation of global risk and fraud processes across the European region. The role translates the risk appetite and risk policies defined at Group level into locally controlled, executable decisions that protect customers, safeguard revenue, and maintain marketplace integrity.

This role blends operational execution, analytical insight, and delegated executive authority for marketplace decisions across the European region, and represents OnBuy (EU) Limited as its local risk, payments, and scheme-facing owner.

Key Responsibilities

Policy Implementation & Governance

• Localise group-level fraud and risk policies into clear, actionable procedures for in scope European operations.
• Ensure alignment with the marketplace’s risk appetite, commercial goals, and regulatory obligations, while defining specific controls and thresholds for the European region, where required by scheme or regulatory differences.
• Escalate material policy deviations where they exceed delegated authority, ensuring day-to-day risk decisions are taken locally within the European region.

Fraud & Risk Operations

• Provide insight to the Head of Risk across the specific monitors required to ensure compliance within the EU, and to maintain oversight across buyer and seller journeys for transactions across all regions.
• Manage complex cases involving payments fraud, account takeovers, prohibited goods, and product-related risks impacting customers across all regions.
• Hold final decision-making authority for seller risk actions, including suspensions, restrictions, and reinstatements from a payments and fraud perspective, for the European region.
• Partner with Customer Response and Seller Success teams to resolve escalations efficiently, acting as the senior escalation point for risk-related decisions across all regions.

Seller Onboarding & Marketplace Integrity

• Provide insight to the Head of Risk on any additional checks, standards, or rejection criteria that are required to ensure compliance across all regions.
• Own the seller activation risk framework, including approval standards, enhanced due diligence triggers, and rejection criteria for marketplace participation across the European region.
• Provide final risk sign-off for seller onboarding, within the European region, where payments, fraud, or scheme exposure is present.
• Ensure ongoing monitoring of seller behaviour, performance indicators, and emerging risks for transactions within the European region.

Disputes, Chargebacks & Scheme Compliance

• Provide direction to the Head of Customer Response on any additional requirements or threshold changes required to ensure compliance with all card scheme requirements across the European region.
• Act as the primary point of contact for Visa, Mastercard, and payment partners on dispute, fraud monitoring, and scheme compliance matters, across the European region.
• Monitor chargeback ratios, early warning indicators, and scheme programmes applicable to merchants for all regions.

Payments & Acquirer Relationship Ownership

• Own the operational relationship with payment service providers across the European region (including Adyen), acting as the authorised local representative for OnBuy (EU) Limited.
• Hold delegated authority to approve payment risk settings, fraud controls, reserve discussions, and onboarding requirements for merchant accounts within the European region.
• Serve as the authorised signatory (or designated risk owner) for payment, fraud, and scheme-related matters, where required across the European region.

Risk Assessment & Reporting

• Monitor fraud KPIs, loss trends, dispute metrics, and control performance across all regions; provide structured reporting to the Head of Risk.
• Identify emerging fraud and payments risks across all regions, proposing timely, locally owned interventions, as well as ensuring these are also reflected in the Group level reporting.
• Maintain evidence demonstrating that marketplace risk, payments oversight, and dispute control are directed and managed from Ireland for the territories in scope

• Experience in fraud, risk management, payments, and marketplace operations.
• Strong understanding of European regulatory requirements (PSD2 SCA, AML/KYC obligations, consumer rights, card scheme rules).
• Analytical capability to interpret data, spot trends, and make evidence-based decisions.
• Familiarity with fraud detection tools, risk engines, dispute management, and case management systems.
• Excellent communication skills with the ability to influence stakeholders across functions and geographies.
• Comfortable working in a fast-moving environment with evolving risks and operating with delegated authority and accountability.
• Experience in SQL desiarble.

The salary on offer for this role is £50,000 per annum depending on experience.

This role is 1 day a week minimum in the Dublin office. We are unable to sponsor this role you must have the full right to work and live in Ireland.
