Financial Planning Analyst

The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs. Execute complex and high-level support to business process collaboration, contracts management, projects, budgetary, financial management and technical interface with customers. Assist internal and external customers in contract and scope execution, evaluates client needs and takes reasonable action to meet them. Guide, advise, and train others. Demonstrated expertise in primary field with familiarity in other areas to understand scope, and assess organizational risks associated with proposed contract or procedural changes. Provide advice, assistance, and guidance on budgeting, financial management, contractual and procurement issues, and concerns. Perform teammate and subcontract monitoring activities including rate analysis, compliance to teaming and sub-contract agreements, monitoring of obligations incurred and the actual expenditures of funds. Demonstrate knowledge of a wide range of Federal contracting laws, procurement practices, contract types, and company policies. Demonstrate knowledge of cost and price analysis techniques; high expertise in financial reporting, and ability to evaluate audit reports, regulations, and other relevant material as a basis for developing organizational guides or procedures. Demonstrate ability to develop and implement comprehensive action plans to solve problems; makes decisions or recommendations, verbally present sensitive information on complex matters to senior management and defend decisions. Qualifications: At least six years of experience with a Bachelor’s in a Business-related degree field (e.g., Accounting, Economics, Finance, Business Administration, Human Resources); or at least 10 years of experience in areas such as management analysis, financial analysis, budget preparation and analysis, business processes, human resource services, organizational performance assessments, strategic planning, project control functions and contracting. MUST HAVE A VAILD US DRIVER LICENSE Physical Requirements May be required to climb stairs to access equipment for trouble shooting. Position may involve extended periods of sitting or standing. Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures. Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency. Work Environment Position may require individual to travel daily to different areas on site. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand, may be required to access various locations on the facility. Climbing ladders and platforms may be necessary. All work must be completed in a safe manner in accordance with NASA and company safety standards. Equipment and Machines Computers and printers used for producing reports and schedules. Variety of equipment used in testing. Attendance Full-time work hours. Position may require occasional overtime, including weekend work, depending on task. Must be dependable and punctual. Shift work may be required. Other Essential Functions Must be able to accurately communicate ideas in writing and verbal communication. Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must comply with all “drug free workplace” requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.
