Description: The Financial Analyst must have knowledge and understanding of generally accepted accounting principles (GAAP) to maintain various financial reports extracted from the data warehouse application for ad hoc reconciliation; perform comparative research on particular accounts that may be overstated or understated; and preparation for year-end closing of six different funding appropriations, some of which may be earmarked by Congress. Information Technology skills are required for the incumbent to quickly adapt to changing database and software requirements of the position.

The Financial Analyst III must be proficient in using different styles of tracking and monitoring payments through the Payment Management System (PMS) and designing and managing complex Excel spreadsheets. They should have excellent management and organizational skills and be comfortable with handling a high volume of requests and tasks.

The Financial Analyst III must demonstrate proficient understanding of various financial documents in order to quickly learn the reconciliation process by using the FFR-425 Federal Financial Reports generated by award recipients on funding received during any given fiscal year. The Financial Analyst III would be responsible for working with Health and Human Services (HHS) accountants in reconciling any out of balance accounts that exist in the Payment Management System before award close out and during mid-year review of all awards.

The Financial Analyst III must demonstrate quick thinking in resolving system related account discrepancies and have the ability to pinpoint problems associated with multiple financial systems, and also have (or have the ability to develop) a good understanding of the foreign assistance legislative authority that governs DRL programs.

The Financial Analyst III may be required to periodically contact organizations’ accounts receivable offices to work together during the reconciliation process regarding their accounts.

The Financial Analyst III maintains all updates and develops as necessary systems for the efficient and accessible retrieval of documents regarding allotments, notifications, and running balances of various PMS accounts; tracks the award of grants; and maintains lists of current grants in a spreadsheet for financial purposes.

The Financial Analyst III shall apply internal control measures to protect organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material; report instances of security violations/problems to the appropriate supervisory/management official; and assume full responsibility for safeguarding all classified and sensitive (but unclassified) material and equipment in assignment area(s).
