Financial Analyst (Level III)

Clearance:  Must be able to obtain/hold a Secret security clearance (U.S. Citizenship required).

Description: The Financial Analyst must have knowledge and understanding of generally accepted accounting principles (GAAP) to maintain various financial reports extracted from the data warehouse application for ad hoc reconciliation; perform comparative research on particular accounts that may be overstated or understated; and preparation for year-end closing of six different funding appropriations, some of which may be earmarked by Congress. Information Technology skills are required for the incumbent to quickly adapt to changing database and software requirements of the position.

The Financial Analyst III must be proficient in using different styles of tracking and monitoring payments through the Payment Management System (PMS) and designing and managing complex Excel spreadsheets. They should have excellent management and organizational skills and be comfortable with handling a high volume of requests and tasks.

The Financial Analyst III must demonstrate proficient understanding of various financial documents in order to quickly learn the reconciliation process by using the FFR-425 Federal Financial Reports generated by award recipients on funding received during any given fiscal year. The Financial Analyst III would be responsible for working with Health and Human Services (HHS) accountants in reconciling any out of balance accounts that exist in the Payment Management System before award close out and during mid-year review of all awards.

The Financial Analyst III must demonstrate quick thinking in resolving system related account discrepancies and have the ability to pinpoint problems associated with multiple financial systems, and also have (or have the ability to develop) a good understanding of the foreign assistance legislative authority that governs DRL programs.

The Financial Analyst III may be required to periodically contact organizations’ accounts receivable offices to work together during the reconciliation process regarding their accounts.

The Financial Analyst III maintains all updates and develops as necessary systems for the efficient and accessible retrieval of documents regarding allotments, notifications, and running balances of various PMS accounts; tracks the award of grants; and maintains lists of current grants in a spreadsheet for financial purposes.

The Financial Analyst III shall apply internal control measures to protect organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material; report instances of security violations/problems to the appropriate supervisory/management official; and assume full responsibility for safeguarding all classified and sensitive (but unclassified) material and equipment in assignment area(s).

Duties and Responsibilities: 

• Assist the office administration team with DRL operating budget which includes working with teams to create their yearly program budget, including providing feedback to the 653a process, the budget resource process, including the Congressional Budget Justification and Budget Resource Request. Supports the office administration team with developing the operational plan process, working in Foreign Assistance Database Systems.
• Delegates to the senior analysts on any new initiatives in payment processing and reviewing grant award accounts established in the global financial management system (GFMS).
• Oversees the coordination with the program analysts and management on approval of all disbursement transactions in the Payment Management System and related discrepancies.
• Oversees the management and coordination of payment disbursements and tracks information in a matrix or reporting documents such as spreadsheets.
• Collect grant documentation for review and ensure the federal award and organization account are correctly established in the financial systems.
• Assist the Grants Officer Representative and Grants Officer in the closing out of grants assigned to the organization that have completed the assignments for the United States Government.
• Prepare briefing materials for monthly and quarterly meetings for discussion of quarterly closeout preparations, audit preparations and year end closing procedures.
• Effectively monitor and track accounts assigning award numbering schemes to grant requests issued through the SAMS or through Executive Office Suite (EOS)
• Prepare presentations for workshop to discuss on guidance and best practices for using the Payment Management System.
• Provide one on one guidance to grantees and Program Analysts on the type of documentation needed to establish an account in the Payment Management System and how organizations should develop their Payment System Account structure.
• Work with the Program Specialist team lead to track foreign assistance funds through the fiscal year.
• Confirm that amounts in Congressional Notifications are consistent with annual operational plans.
• Work with Financial Management Officer to draft allotment requests and ensure that fiscal data on awards corresponds with the appropriate financial accounts.
• Track operational plan allocations against current year spending and ensure appropriate documentation.
• Attend stakeholder workshops and conferences on topics related to their duties and responsibilities, provide program monitoring and technical assistance to grantees, while supporting the FTE.
• Assist in the coordination of foreign assistance funding throughout the federal assistance life-cycle that include pre-award, award and post-award phases in grants and cooperative agreements.
• Track the foreign assistance lifecycle progress throughout the fiscal year.
• Coordinate and assist the DRL Leadership in the administration and coordination of international human rights and democracy foreign assistance programs.
• Attend stakeholder workshops and conferences on topics related to their duties and responsibilities, provide program monitoring and technical assistance to grantees, while supporting the FTE.
• Organize and participate in meetings, trainings, and/or conference events.
• Undertake additional training to ensure they obtain relevant skills needed to advance U.S. policy and programming priorities and meet requirements of this SOW. Attend trainings or conferences to further knowledge in relations to duties and responsibilities listed above and/or hone expertise in regional or thematic areas including but not limited to: Democracy, Human Rights, Labor, Labor, Internet Freedom, International Religious Freedom, and Monitoring and Evaluations.
• As needed and as resources permit, the individual may be asked to directly support the travel of senior DRL, Regional Bureaus and Offices under the purview of the newly established F Bureau and U.S. Department of State officials and/or at the direction of and in coordination with the Grants Officer Representative and/or Grants Officer, conduct program monitoring visits at the project implementation site to monitor grantee activities.
• Report on program activities monitored and analyze to support both the Grants Officer Representative and/or the Grants Officer in their evaluation of programs.

Requirements:

• The candidate must have knowledge of accounting principles and experience working with different foreign assistance funds
• Highly skilled in Microsoft Excel with the ability to track funding streams even as tracking mechanisms shift over time
• Use of mathematical reasoning to employ various advanced excel functions
• Positive, flexible working attitude with the ability to adapt quickly to fluctuating demands and priorities
• Must be able to travel globally to highly sensitive areas with little notice
• Must be flexible and able to work during the seasonal time of preparing for year-end closing and certification of multiple reports at the final stages of closeout, usually September
• Must be able to obtain security clearance

Education:

• Bachelors’ degree preferred with 8-9 years of experience or a master’s degree with 5-7 years of experience will be reviewed for position
