DSFederal is seeking a highly qualified individual for a Business Financial Analyst position supporting a federal client in their day-to-day operational and business processes and management practices. The candidate shall provide business process management and automation support services to the National Institute of Health’s Division of Loan Repayment (DLR) Division. The DLR administers the Loan Repayment Programs (LRPs) by managing loan eligibility, repayment and awardee compliance according to current NIH policies and procedures. The LRP is utilized as a recruitment and retention tool to ensure the government can attract, hire and retain highly qualified health professionals with a focus on biomedical and biobehavioral research. The DLR ensures that applicants meet program requirements, it manages repayment schedules, and monitors compliance. As such, the candidate shall be able to:
1. Understand the typical loan application and award process for the government, ideally, and for the commercial sector, minimally.
2. Must be proficient in both soft and technical skills such as software/website proficiency, oral and written communications, and information organization.
3. Multi-task while ensuring adherence to established quality, throughput metrics and requirements.
4. Understand the impacts of Artificial Intelligence (AI) and how AI may affect the federal of commercial loan market landscape.
5. The ideal candidate is well versed in the use of the Microsoft Office programs with a specific emphasis on Excel to include pivot tables and building functional databases, dashboards and reports from raw data; PowerPoint; Power Bi; Microsoft Teams/Sharepoint use and management; and Microsoft Word functionalities. Demonstrate proficiency in Microsoft Outlook.
6. Manage their time and productivity with minimal oversight or direction.
7. The candidate shall be able to work with minimal supervision, both independently and as part of a larger team, and can effectively prioritize work. This position requires an individual who understands and consistently displays the value of self-starting; meets all deadlines: returning customer inquiries in a timely manner; and data input into required systems in accordance with applied metrics.
8. The candidate must have exceptional interpersonal skills since they will routinely interface with clients performing at the daily execution level through the project/program management level to the executive level.
9. Effectively work under the supervision of the Task Order Project Manager while simultaneously receiving daily technical guidance from the Government Technical Lead or the DSFederal Team Lead.
10. Create metrics, dashboards, and reports to provide visibility into progress and activities.
11. Use varying techniques to maintain data inputs, track change, monitor progress and synchronize with other functional lanes to ensure the client is being properly supported.
12. Provide routine updates to Business Operations tasks.
13. During day-to-day tasks identify areas or process actions that can be improved or integrated with other actions to increase effectiveness and efficiencies.
14. Support change management and efforts to change processes and implement new tools and processes.
Performs administrative services functions that include:
1. Administer all aspects of the NIH Extramural LRP and provide support to application and payment activities for the NIH Intramural LRP, including screening financial loan application documents for completeness and eligibility, coordinating payments to loan servicing agencies on behalf of program participants, and conducting communication and outreach activities.
2. Establish LRP loan portfolios through the process of financial vetting. Ensure timely release of LRP quarterly payments directly to loan servicing agencies along with associated tax payments. Ensure LRP participants meet their contractual obligations such as payment verification.
3. Review Student Loan Repayment Program (SLRP) loan application packets and prepare approval memos, respond to inquiries from Institutes and Centers (ICs), and coordinate with Office of Human Resources for payment release, ensuring in-time talent acquisition and promotion within NIH.
4. Conduct quantitative and qualitative analysis and evaluation based on the effectiveness of the program operations.
5. Provide analyst support to the client executive team as needed.
RequirementsTechnical Skills Required
Personal Computers, Knowledge of Microsoft Office Suite, SharePoint, AdobePro, and an understanding Power BI is preferred but not required.
Experience Required
Between 2-4 years of experience in an accounting or finance environment
Experience reviewing and analyzing financial loan documents
Prior experience working with students or other commercial loans is a benefit
Experience with data analytics, invoicing, dashboarding, and federal gov’t contracts reading and
interpretation.
Education Required
Bachelor in Business Administration, Public Administration, Finance, or Accounting
