Job Summary
The New York City Department of Design and Construction (DDC), Division of Human Resources and Staff Development, seeks an experienced Executive Director of Payroll, Time Management and Employee Benefits to lead the agency’s payroll, timekeeping, leave administration, and employee benefits operations. Reporting to the Associate Commissioner of Human Resources and Staff Development, the Executive Director will provide strategic and operational leadership to the Payroll and Time Management unit; supervise and develop staff; ensure accurate and timely payroll processing; and provide guidance to agency leadership, managers, and employees on payroll, compensation, timekeeping, leave, and benefits matters. The Executive Director will ensure compliance with City policies, collective bargaining agreements, and applicable laws and directives, while maintaining strong internal controls, conducting audits, resolving complex issues, and identifying opportunities to improve processes and service delivery.
Key Responsibilities
- Oversee Payroll and Timekeeping: Direct payroll and timekeeping operations, ensuring accurate and timely processing of pay, overtime, differentials, deductions, collective bargaining payments, and other compensation.
- Lead Staff and Operations: Supervise, train, coach, and develop staff while managing daily workflows and maintaining high standards of accuracy and customer service.
- Review Payroll Reports: Review and validate key payroll reports, including Reports 160, 161, 700, and 320, as well as retroactive payments, one-time payments, deductions, and supplemental requests.
- Conduct Audits and Analysis: Conduct payroll, timekeeping, and leave audits and prepare reports using CityTime, CHRMS, PMS, PI, OPA reports, and Excel.
- Oversee Leave Administration: Manage FMLA, PFL, PPL, Child Care, Personal, Workers’ Compensation, Military, Sick Leave, and other special leave requests.
- Ensure Compliance: Implement directives and requirements from DCAS, OPA, the Office of the Comptroller, OLR, and other City entities.
- Manage Managerial Lump-Sum Payments: Review, validate, and submit lump-sum payment packages and ensure timely processing.
- Serve as Agency Liaison: Represent DDC with FISA-OPA, OLR, and other City entities to resolve payroll, timekeeping, and leave issues.
- Provide Employee Support: Resolve complex payroll and timekeeping discrepancies and provide guidance on employee benefits, retirement planning, and related matters.
- Oversee Fringe Benefits: Ensure accurate processing and reporting of Motor Vehicle and Parking Fringe Benefits.
- Lead Special Projects: Support payroll and HR system enhancements, process improvements, policy implementation, employee orientations, and other agency initiatives.

Qualifications
- A baccalaureate degree from an accredited college and four years of experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel performing activities related to the duties of the position; or
- A combination of education and/or experience equivalent to “1” above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative, or supervisory experience described in "1" above.
