Job Summary

The New York City Department of Design and Construction (DDC), Division of Human Resources and Staff Development, seeks an experienced Executive Director of Payroll, Time Management and Employee Benefits to lead the agency’s payroll, timekeeping, leave administration, and employee benefits operations. Reporting to the Associate Commissioner of Human Resources and Staff Development, the Executive Director will provide strategic and operational leadership to the Payroll and Time Management unit; supervise and develop staff; ensure accurate and timely payroll processing; and provide guidance to agency leadership, managers, and employees on payroll, compensation, timekeeping, leave, and benefits matters. The Executive Director will ensure compliance with City policies, collective bargaining agreements, and applicable laws and directives, while maintaining strong internal controls, conducting audits, resolving complex issues, and identifying opportunities to improve processes and service delivery.
