Electric Chief Financial Officer

Summary

Responsible for providing leadership, vision and direction in developing both long and short-term financial policies, procedures and plans to support Garland Power & Light’s (GP&L) financial goals and strategies.  Responsible for planning and directing the activities and operations of GP&L’s Accounting, Budget, and Finance functions.  Also responsible for directing ERCOT and wholesale customer settlements, GIS, and purchasing functions, as well as electric rates and bond offering documents.

Number of Indirect Reports:  1 - Electric Accounting Supervisor, 2 - Senior Electric Accountants, 1 - Electric Accountant, 1 - Electric AIPS Manager, 2 - Work Order Specialists, 2 - GIS Specialists II, 1 - GIS Specialist I, 1 - Settlements Manager, 2 - Senior ERCOT Settlement Specialists, 1 - ERCOT Settlement Specialist

Financial & Budget Responsibility:  Approximately $400 million in operating revenues and expenditures; approximately $500 million in five-year capital improvements

Essential Duties and Responsibilities include the following. Other duties may be assigned.

• Develop and direct GP&L’s short and long range financial planning and analysis including Annual Operating Budget, Capital Improvement Program and 10 Year Financial Forecast.
• Prepare and participate in Operating Budget and Capital Improvement Program presentations to City Executive Management and the City Council.
• Examine and report Electric’s actual performance against Annual Operating Budget and Capital Improvement Budget.
• Monitor Electric’s income statement, balance sheet, and cash flow performance to ensure Electric’s financial strength and stability.
• Ensure Electric’s accounting activities and year-end financial reporting are in accordance with GASB and FERC USOA.
• In collaboration with Electric Managing Director, create long-range financial forecasts and evaluate alternative capital structures and electric rate scenarios, as well as provide support in the development of bond offering documents and rating agency responses.
• Direct Electric’s settlement activities to ensure that payments to and from ERCOT are validated and that Electric’s wholesale customer activity is correctly settled and invoiced.
• Ensure that Electric’s GIS properly reflects transmission and distribution assets on the electric system and is relayed to consumers of the GIS information and data in a useable form.
• Oversee Electric’s purchasing activities to ensure compliance with City and state purchasing requirements and Electric management’s objectives.   

Minimum Qualifications

• Bachelor’s Degree in Finance, Accounting, or Business Administration
• 10 years of experience in accounting or business administration
• 5 years of progressively increasing experience in a managerial role

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:     

• Certified Public Accountant and/or Master’s Degree in Finance, Accounting or Business
• 10 or more years of experience in accounting or business administration in the municipal electric utility industry
• 5-7 years of progressively increasing experience in a managerial role

Knowledge, Skills & Abilities

• Extensive knowledge of accounting/budgeting practices
• Extensive knowledge of the principles and practices of effective planning, organizing and directing budget, asset management, and risk management services
• Skill in Microsoft Office (including; Access, Excel, Outlook and Word)
• Ability to maintain effective working relationships with other City departments, subordinate staff, public officials and citizens

Licenses and Certifications

• Valid Class C Texas driver's license
