JOB SUMMARY:

The Chief Financial Officer (CFO) serves as a key member of the executive leadership team and is responsible for the strategic oversight, planning, and execution of all financial functions of the Housing Authority and its affiliated entities. This includes a complex portfolio consisting of HousingChoice Voucher Program (HCVP), Rental Assistance Demonstration (RAD) properties, and related development/redevelopment activities.

The CFO will lead financial strategy to support redevelopment of aging housing assets, including structuring and financing transactions utilizing Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, and public-private partnerships. The position ensures full compliance with HUD regulations, GAAP, and all applicable federal, state, and local requirements, while driving long-term financial sustainability and operational excellence.

Key Responsibilities

Strategic Financial Leadership

• Serve as a trusted advisor to the President & CEO and Board of Commissioners on all financial matters. 
• Develop and implement long-term financial strategies aligned with organizational goals, including redevelopment and portfolio repositioning. 
• Lead financial planning, forecasting, and scenario modeling to support capital investment decisions. 
• Provide board-ready financial reporting, analysis, and recommendations. 

Development & Redevelopment Finance (Critical Function)

• Lead financial structuring and underwriting of affordable housing development and redevelopment transactions. 
• Oversee and participate in deals involving: 
  • Low-Income Housing Tax Credits (LIHTC) (9% and 4%) 
  • Tax-exempt bond financing
  • RAD conversions and repositioning strategies
• Collaborate with developers, consultants, investors, and legal counsel to negotiate and close transactions. 
• Analyze project feasibility, sources and uses, capital stacks, and long-term asset performance. 
• Oversee financial due diligence, proformas, and investment return analysis. 

HUD Compliance & Financial Oversight

• Ensure full compliance with HUD financial regulations, including HCVP, RAD, and related reporting requirements. 
• Oversee preparation and submission of: 
  • Financial Data Schedule (FDS) 
  • HUD-required financial reports and audits 
  • SEMAP-related financial compliance metrics 
• Maintain strong internal controls in accordance with HUD, OMB Uniform Guidance, and GAAP. 
• Lead all external audits and regulatory reviews. 

Financial Operations & Reporting

• Direct all core financial functions, including: 
  • Budgeting and forecasting 
  • Accounting and financial reporting 
  • Treasury and cash management 
  • Debt management and compliance 
• Oversee multi-entity financial consolidation, including affiliated nonprofits, partnerships, and development entities. 
• Implement and maintain financial systems (e.g., Yardi) to support transparency and real-time reporting. 
• Monitor financial performance through KPIs and variance analysis. 

Risk Management & Controls

• Establish and enforce strong internal controls to safeguard assets and ensure financial integrity. 
• Oversee insurance programs, financial risk assessments, and mitigation strategies. 
• Ensure compliance with procurement policies and financial governance standards. 

Leadership & Team Development

• Lead, mentor, and develop finance and accounting staff. 
• Foster a culture of accountability, continuous improvement, and high performance. 
• Collaborate cross-functionally with operations, property management, and HCVP leadership. 

Qualifications

Education & Certifications

• Bachelor’s degree in Finance, Accounting, or related field. 
• CPA required. 
• Master’s degree (MBA, MPA, or related) preferred. 

Experience (Required)

• Minimum of 10–15 years of progressive financial leadership experience, including senior executive roles 
• Significant experience in public housing authorities, affordable housing, or real estate development 
• Demonstrated expertise in: 
  • LIHTC transactions (9% and 4%)
  • Tax-exempt bond financing
  • RAD conversions and repositioning strategies
  • Working with developers, syndicators, and investors
• Deep knowledge of: 
  • HUD financial regulations and reporting requirements
  • HCVP financial management and funding mechanisms 
  • Multi-entity and partnership accounting structures 

Technical Skills

• Advanced financial modeling and proforma development 
• Strong understanding of real estate finance and capital structuring 
• Experience with financial systems (e.g., Yardi) 
• Expertise in GAAP, internal controls, and audit processes
