    JOB DESCRIPTION
    Accounting and Finance Manager

    Compensation: $101,420 to $170,671

    Primary Function

    Under limited supervision, supervises the activities of general ledger, accounts payable, student activity accounts, accounts receivable, billing, program and grant accounting and reporting, and performs various accounting and financial reporting tasks.

    Minimum Qualifications

    Bachelor's degree in accounting, business administration, or a related field, and three to five years of experience in general accounting and preferably governmental accounting, including two years in a supervisory position; or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities.

    Knowledge, Skills and Abilities

    • Comprehensive knowledge of automated accounting and micro-computer systems, operations, and procedures.
    • Knowledge of Generally Accepted Accounting Principles and Governmental Accounting Standards.
    • Knowledge of accounting practices relative to the maintenance of over 20 checking accounts and application of computer software to budget and accounting.
    • Ability to establish and maintain effective working relationships with outside contacts, officials, school secretaries, principals, directors, and other School Board employees and to plan, coordinate, and direct the work of subordinates.
    • Ability to create and implement accounting procedures designed to comply with generally accepted accounting practices and to improve operations.
    • Ability to assemble and organize complex data and compose effective and accurate correspondence and to prepare various financial and operational reports.
    • Ability to quickly learn procedures used to report information and maintain records and ability to work independently on responsible and complicated administrative assignments.

    Performance Responsibilities

    • Manages the planning and coordination of job assignments and distribution of workloads in the areas of responsibility.
    • Manages School Division Procurement Card Program.
    • Manages Federal & State Grant Accounting to include setting up budget, monitoring accounts, preparing of reimbursements, and setting up receivables, accruals, and carryovers.
    • Prepares Capital Improvements Program budget account codes, carryovers, and Budget transfers and assists in preparation of information for the annual budget.
    • Assists in preparations for annual audit and Annual Comprehensive Financial Report (ACFR) by outside company, including journal entry adjustments, account analysis and preparation of detailed financial schedules and statistical data; assists auditor, answering inquiries and supplying data as requested.
    • Monitors School Division appropriations and expenditures and approves adjusting entries to maintain accounting system and Supervises receipt and processing of state and federal reimbursements, grants, etc.
    • Reconciles student activity fund checking account; coordinates the annual audit of the student activity fund; trains school based staff in operating student activity fund software and coordinates student accident insurance with schools.
    • Assists Senior Budget & Financial Analyst in the preparation of General Fixed Assets and maintains School Division general ledger chart of accounts.
    • Prepares drawdowns for bonded indebtedness of School Division related debt; reconciles drawdowns to debt service schedules.
    • Receives and responds to staff inquiries regarding accounting, student activity funds, grants, and other areas of responsibility.
    • GASB 87 lease administration, financial reporting, compliance, and audit support.
    • GASB 96 subscription management, reporting and controls, compliance and audit support.
    • Supports treasury operations for all school division bank accounts in compliance with Security for Public Deposits Act (SPDA) and resolves discrepancies with banking partners.
    • Present financial, budget, and operational information to a variety of audiences including staff, community organizations, School Board, and County Board of Supervisors.
    • Provides leadership, direction, and supervision to the Finance Department.  Establishes performance expectations, promotes professional growth, and development.
    • Performs other duties as assigned.

    Position Type: Exempt

    Reports to: Chief Financial Officer

    Terms of Employment: Twelve months a year. Salary according to School Board Pay Plan.

    Evaluation: Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
